- This is a PRESOLICITATION NOTICE for commercial service prepared in accordance with FAR Part 12 and FAR Part 13.5. NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road, San Diego, CA 92136 intends to issue a solicitation N00244-16-R-0013 for religious service/programs to be performed at Naval Station San Diego 32nd Street and Murphy Canyon Chapels in San Diego, CA. The solicitation will be 100% Set-Aside for Small Business. Requirement description as follows: The requirement is for a Firm-fixed Price Service type contract This is a non-personal services contract to provide Religious Services for Commander Navy Region Southwest (CNRSW) Chaplain Religious Enrichment Development Operation (CREDO) at the Naval Base San Diego and Murphy Canyon Roman Catholic Chapel programs. This personnel support requirement is needed to expand access to CREDO pastoral care programs which sustain the Fleet, enable the Warfighter and support their families. The Government shall not exercise any supervision or control over the contract service provider performing the services herein. Such contract service provider shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services: The contractor shall provide personnel necessary to perform programs at the Naval Base San Diego and Murphy Canyon Chapels as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract. Background: The Chief of Naval Operations (CNO) characterizes CREDO as a Family Readiness Program. SECNAVINST 5351.1 provides specific policy guidance for CREDO programming. This directive aptly characterizes CREDO as not faith-specific , but spiritual in nature which refers to that which gives meaning and purpose to life, or to the practice of a philosophy, religion or way of living. CREDO programming is a specialized aspect of CNIC Religious Programs that promotes a culture of moral leadership as well as individual and family resiliency to withstand the stresses of military life. Objectives: To provide the Commander Navy Installations Command (CNIC) Religious Programs that promotes a culture of moral leadership as well as individual and family resiliency to withstand the stresses of military life. Scope: Contractor shall provide Religious Programs as identified below: Must be available within 24 hours to provide services, when not in a vacation status, such as memorial services and funerals for active duty military or special occasions. Oversee the Naval Base San Diego Catholic Chapel Programs, including the Religious Education Program and the Liturgical Ministry Program, for both the Naval Base and Murphy Canyon Chapels. Provide Pastoral Care to active duty military and their family members, as well as unmarried/unaccompanied Service Members when needed. This may also include base Civilian Contractors, non-uniformed Federal Employees, and non-Roman Catholic authorized personnel. Maintain office hours for Pastoral Care for authorized personnel with approval from the Installation Chaplain. Provide support for internments at Rosecrans and Miramar National Cemeteries , Local Cemeteries and Funeral homes for all uniformed military active and retired as designated by the Regional Chaplain and Funeral Honors. Resulting contract will have a base year and two (2) option years. It is anticipated that a single Firm Fixed Price (FFP) contract will be awarded to the lowest price technically acceptable offer. It is anticipated that Solicitation will be posted via NECO/FBO on 20 January 2016 with closed date of 19 February 2016. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
