- N00164-12-G-JQ66-0063 - SOLE SOURCE - MULTI-SPECTRAL TARGETING SYSTEMS (MTS) TURRET UNITS AND ELECTRONIC UNITS AND ASSOCIATED SUPPORT- FSG 5855 - NAICS 334511 Anticipated Issue Date 15 JAN 2016 - Anticipated Closing Date 15 FEB 2016 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-12-G-JQ66. The BOA was issued to Raytheon Company, McKinney, TX. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-12-G-JQ66 will remain unchanged. This JO is anticipated to procure 13 Turret Units and 9 Electronic Units for the MTS systems and associated support such as: Engineering Services and data. The Engineering Services may include reach back, maintenance/repair, engineering/logistics analyses, reliability efforts, maintainability efforts, sparing/provisioning support, configuration management, technical support, field support and test equipment support (hardware and software), and related support for MTS in support of the US Navy Triton program. The services are for a 15 month period of performance. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 15 JUN 2016.
