Description
Food and Drug Administration Request for Information For ORA's Regulatory Business Information Services (RBIS) Requirements Anticipated Contract Type: Single Award BPA Summary This Request for Information (RFI) is issued in support of the anticipated acquisition of the Food and Drug Administration's procurement of services and technical resources to maintain and continue to enhance the Regulatory Business Information Services (RBIS) system. It is anticipated that this requirement will result in the award of a single award Blanket Purchase Agreement (BPA) and, based on the responses to this RFI, the FDA will be able to determine the appropriateness of small business participation. Background This RFI is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Food and Drug Administration or its Centers. The purpose of this RFI is to help the FDA understand the industry best practices and technical solutions capable of providing the full range of services described in this RFI and draft SOW. FDA will use this market research information to assess the market's capability to successfully meet FDA's Dashboard toolset requirements. FDA welcomes responses from all interested parties. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or FDA's use of such information. Responses to this RFI are not quotes on which the FDA can issue any Schedule orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this RFI with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. The FDA is requesting comments on the draft SOW from both large and small businesses. Comments from all sized firms are welcome. In addition, the purpose of this RFI is twofold: first, to determine the acquisition strategy regarding small business participation, and second, to obtain industry comments on the draft Statement of Work (SOW). Through this process, the FDA is requesting the capabilities and past performance of small business contractors interested in providing these services across the FDA. Interested small business contractors including Small Disadvantaged Business, Women-Owned, 8(a)'s, HUBZones, Veteran-Owned, or Service Disabled Veteran-Owned Small Businesses are encouraged to respond. General Instructions A complete response to the RFI should include answers to all of the questions below. Responses should demonstrate capability, not merely affirm the respondent's capability (e.g.: The response must go beyond the statement that, "XYZ company can provide a tool."). Interested parties are encouraged to submit comments and suggestions related to the draft Statement of Work. Please submit the response in Microsoft Word or PDF format. Information should not exceed fifteen (15) one sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Responses should be emailed to Michele Andrews, Contract Specialist at Michele.Andrews@fda.hhs.gov no later than 9:00 AM Eastern Time, January 19, 2016. Questions to be answered: Contracting Background 1. Provide a brief corporate profile of your company to include the following: a. Organization's official name and doing business as (dba) name, if applicable; b. Length of time the Organization has been in business; c. Types of services provided by your Organization; d. Types of clients by industry (i.e. Federal, Commercial, Local Government, etc); e. Is the Organization, U.S. based or International; f. Is the Organization a subsidiary of another Organization; g. DUNS number and CAGE number; h. Organizations website address; i. Main point of contact name, phone number, and email address; j. SBA size designation information and small business concern type (if applicable); k. Number of employees in the organization; l. Organization's most recent annual receipts amount as defined by the SBA. 2. What is your Organization's experience relevant to the requirements described in the attached draft SOW. Please list any Federal Government, State and/or Local Government, and/or Commercial customers for projects that you have worked on that are similar in scope, size, and complexity within the past 3 years. What is the estimated dollar value of these projects? Size of project should be defined in terms of number of users, number of systems/applications supported, and number of interfacing systems. 3. Please provide a narrative of instances where you have effectively managed staff and technical user support requests across multiple disperse geographic areas. Please provide specific contractor citation and your role (prime vs/ sub). If the role was a sub-contractor, please provide your area(s) of responsibility on the contract. 4. Do you have a physical location for your employees to perform the work that will allow your employees to remotely access the FDA networks? If so, what physical access controls are present? 5. For the performance of these types of services detailed in the draft BPA task areas, have you used subcontractors? If so, what type and percentage of work was subcontracted? What percentage of the technical capabilities and expertise are resident in the contractor's organization? What percentage of the technical capabilities and expertise will require the aid of a subcontractor? 6. Is the scope of the draft BPA SOW clearly defined? Do you understand what FDA requires? If not, what information needs to be added, changed, and/or reworded in order to clarify the Government's requirements? Please provide the sections and page numbers. 7. What types of contracts have been most successful for the government in your past/present relevant experiences (i.e., fixed price, cost reimbursement, labor hour, incentive type contracts)? Describe how they have been successful. 8. What resources (i.e. labor categories) have you used in your past/present relevant experiences to perform these types of services outlined in the draft BPA SOW? 9. Does your organization have an existing GSA schedule for these types of services outlined in the draft BPA SOW? If so, please provide the information Software Development Process 10. Do you have experience utilizing Agile/Scrum development for analysis of requirements, conceptual design, and functionality? If so, please describe. Also describe your experience in utilizing earned value within the Agile/Scrum framework alongside budgetary and contract process constraints. 11. Describe the processes you follow for quality software development (i.e., CMMI Level). Also explain the processes you have used in past projects to ensure delivery of quality products. Technology Experience 12. Do you have experience developing applications that process structured and unstructured data? If applicable, describe the applications you have implemented for other clients that perform data searching, data analytics, data visualization, data mining, and predictive analysis as part of an integrated solution. 13. Describe your experience in the development of mobile applications. Did this experience include developing native applications? What mobile device manager was utilized for managing the applications and the devices? What are some of the issues that must be understood before an application is released (new or updates) to production with the mobile and server components? 14. Describe your experience in providing O&M on large mission-critical projects? Did this experience include providing helpdesk or end user support? Describe your role and services provided. 15. What types of technologies do you have expertise for the development of master data management and data warehousing systems including reporting and enterprise search? What experience do you have with data governance? 16. Describe any experience you have with Predictive Analysis and Machine learning? Provide specifics about the implementations and any challenges you faced and how you overcame them. 17. Describe any experience you have with Big Data implementations specifically using Hadoop Ecosystem. Provide specifics about the implementation and any challenges you faced and how you overcame them. 18. What experience do you have working with geospatial technologies? How was GIS used in your implementations? What challenges did you encounter with the implementation? 19. Do you have experience with data migration of legacy database systems? If so, what strategies and tools were used? 20. Describe your successful experiences as data integrator of multiples data sets from multiples external systems for data warehouse and big data projects. Provide specifics about the implementation including coordinating with other contractors, meeting times, volume of data, tools, etc. 21. Describe your experiences in data clean-up processes and strategies to address data quality issues. User Support 22. Please provide a narrative of instances where you have tracked (e.g. customer surveys, metrics, etc.) and met customer satisfaction goals. Please provide your role with respect to tracking and meeting the customer satisfaction goals. Provide details as to the methods used and frequency at which performance against customer satisfaction goals were tracked and reported on, including number of exemptions requested/required/granted. 23. Please provide a narrative of instances where you have effectively managed support requests surges due to increased customer demand while continuing to comply with performance schedules and SLAs, including number of exemptions requested/required/granted. Please provide specific contractor citation and your role (prime vs/ sub). If the role was a sub-contractor, please provide your area(s) of responsibility on the contract. 24. Describe your experiences with providing end user training for IT applications (i.e., Webinar, instructor-led classroom based, presentation only, Computer Based Training, 24x7 training, off-site training).
