Description
Draft PWS Comment Matrix Draft Performance Work Statement for Comment The Bureau of Diplomatic Security (DS) Office of Security Technology is requesting industry's feedback and recommendations on the DRAFT Performance Work Statement (PWS) (Attachment 1) for Countermeasures and Security Technology Services (CSTS). The CSTS contract will provide comprehensive support in employing threat and risk analysis capabilities, state of the art technical security countermeasures, security engineering services and mature supporting programs. This notice serves as the Synopsis of Proposed Contract Action required by FAR Subpart 5.2 and is published at least 15 days before issuance of the solicitation as required by FAR 5.203(a). This is a synopsis of proposed contract action ONLY, and this is NOT a solicitation. The Government will post a subsequent solicitation notice with instructions of how to obtain a copy of the solicitation. All responsible 8(a) sources may submit a proposal which shall be considered following the release of the solicitation. The solicitation will be a competitive 8(a) set-aside acquisition and will be awarded as a single award contract. The period of performance is anticipated to initiate in FY16 with a one-year base period, four one-year option periods, and five potential one-year award terms for a total potential period of performance of ten (10) years. All options would be exercised at the sole discretion of the Government pursuant to the terms of the contract. All award terms would be awarded for Exceptional Performance pursuant to the terms of the contract. The anticipated award date is March 6, 2016. The DRAFT PWS is being issued to broaden the Government's understanding of industry capabilities and to further improve and enhance the Government's ability to acquire needed services based on required resources, changing technology and dynamics in the industry. Please use the attached Comments Matrix spreadsheet (Attachment 2) for feedback submission. Recommendations and feedback in response to the DRAFT PWS are due Wedneday, January 27, 2016, at 10:00 a.m. (EST). Request all comments be sent to hendersonmp@state.gov and franciste@state.gov. Include "CSTS Draft PWS Response - [Contractor Name]" in the subject line. The resultant RFP will be classified. A Secret facility clearance will be required to obtain and respond to the solicitation. All Offerors shall have an active registration on the System for Award Management (SAM) at https://www.SAM.gov.
