Description
Redacted J&A The Naval Air Systems Command intends to negotiate and award a Delivery Order under an existing Basic Ordering Agreement for tasks necessary to support the Synthetic Guidance Project for the Tomahawk Speed to Fleet (S2F) technology integration and demonstration for the Tomahawk All-Up-Round (AUR). The task shall include technical engineering, laboratory modeling and simulations, and software updates to the Tomahawk Operational Embedded Software of the AUR in support of Hardware-in-the-Loop (HWIL) testing. The efforts shall support the integration and testing of the Synthetic Guidance Project and technologies developed by the Naval Air Warfare Center Weapons Division, China Lake. For the purposes of this effort, NAVAIR intends to award the delivery order to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer, and manufacturer of the Block IV Tactical Tomahawk Missile. Raytheon solely possesses the data rights to the current hardware and software configuration technical data packages for the Block IV Tomahawk Missile. Raytheon possesses the accredited performance analysis tools, interfaces, and models and simulations, as well as manages the key missile performance requirements and verification documents for the Tomahawk Missile. Because detailed knowledge of the Block IV Tomahawk Missile is required to perform the effort, Raytheon is the only source capable of accomplishing the integration and testing support for this requirement in the required timeframe without significant duplication of cost. The synopsis is for informational purposes only and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency. The Government will utilize the capability statements received soley to confirm the sole source acquisition approach or to reconsider a competitive procurement. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
