- Limited Sources Justification- PR-0004228 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, limited source, fixed price contract with WaferGen, Inc., 7400 Paseo Padre Parkway, Fremont, CA, 94538-6409, for the purpose of procuring a maintenance agreement for its existing Apollo 324 instrument and a copy of the Apollo P Suite development software. In order to support the FBI Laboratory's DNA program activities by advancing the technologies applied to DNA casework and expand the range of specimens from which probative data can be recovered, the DNA Support Unit (DSU) is in the process of evaluating Next Generation Sequencing (NGS) instruments and technologies. As part of these efforts, DSU is developing workflows that incorporate automation. Automated workflows further streamline labor-intensive processes, improve precision and reproducibility, and reduce the hands-on time required for DNA casework. The Apollo 324 system is an automated liquid handling workstation that prepares DNA for downstream DNA sequencing via NGS instruments. In order for the DSU to continue its workflow development, a maintenance contract for DSU's existing Apollo 324 system is required. The maintenance will ensure that future software updates, preventive maintenance needs, instrument failures, instrument upgrades and other items are addressed in a timely and cost effective manner. This will in turn ensure that workflow development can progress unhindered. The Apollo 324 instrument is pre-loaded with standard sample preparation methods; however, these methods are not optimized to the FBI Laboratory's needs. In order for the DSU to develop NGS sample preparation protocols customized to the FBI Laboratory's DNA sequencing needs, the P-Suite software for the Apollo 324 is required. The P-suite software will allow the DSU to develop sample preparation methods appropriate for FBI Laboratory applications, create custom protocols for the Apollo 324, and allow for the use of a wider variety of NGS library preparations already on the instrument. This will enable DSU to perform more thorough optimizations, evaluations, and validations of the wide variety of NGS methodologies. The maintenance and software requirements are listed below. • One (1) year Service Agreement for 1 Apollo 324 instrument to include all parts and labor, one (1) preventative maintenance service visit per year and adequate and timely on-site response/support when necessary • One (1) copy of Apollo P-Suite Development Software (including software training and assistance to develop one (1) custom method). Based on market research, and Government end-users, it has been determined that WaferGen, Inc. is the sole manufacturer and distributor of the Apollo 324 instrument and the Apollo P-Suite Development Software; therefore, they are the only company capable of providing the necessary maintenance and software. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 8.405-6. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
