- AG-9AB5-S-16-0012 Commercial Item Service Solicitation 160114 Rev 01 Update to solicitation E-MAIL PROPOSAL INSTRUCTIONS (R5 OCT 2006) at Page 45 and 46: * Clarifies 100 % for EDWOSB * Corrected E-mail address * Multiple emails allowed --------------------------------- SET ASIDE: 100 % for EDWOSB Ecological Restoration Consulting Services at Angeles National Forest, Arcadia, CA Period of performance: 01 Feb - 31 Mar 2016 130 hours (approximately) C.1. Scope of Contract: USDA-Forest Service, Region 5, Angeles National Forest has a critical need for contracting for a Project Manager for the suite of restoration projects for Copper Fire Settlement funds. The restoration strategy was written in 2014, with business plans and timelines for accepted projects listed for fy15-FY17. Currently, we are trying to finish contracts for the NEPA for major projects and oversee contracts/task orders to ensure that deliverables are produced on time. Supplies and Equipment: Government-Furnished Property: The Government may deliver to the Contractor the following government-furnished property as needed: The Government may furnish network computer access at Angeles National Forest Office: The Government may furnish vehicles for contractors which have been issued FS Driver's License, or furnish transportation to and from meetings or field visits. Government will furnish access to printers and minor office supplies. Government will furnish meeting rooms, when needed. Contractor-Furnished Property: The Contractor shall furnish all tools and supplies necessary for the successful performance of the contract, except for those provided by the government (above). Work To Be Performed: Following are a list of projects that are mid-stream and require coordination with Forest and Partner workforce. In FY15, many enterprise work orders, agreements with partners, and contracts were signed for ~ $5 Million. Our plan for the Copper Fire funds for FY16 included contracting/implementing projects of ~$11 million. The major projects include: • Coordinate NEPA and implementation for Conifer woodland restoration (trees are being grown out now and site preparation is beginning) • Road maintenance and rehabilitation with appropriate erosion control features • Aquatic organism passage design-and-build contracts, and knowledge of permitting processes • Genetic research for an endangered plant, fish, and frog to clarify the correct source populations and potential reintroduction sites • Implementation of OHV trail restoration and public participation in a recreation management plan • NEPA for Fuelbreak Maintenance and implementation, • Chaparral/coastal sage scrub implementation • Ongoing monitoring of conditions in aquatic, chaparral, conifer, and riparian habitats and populations • Assistance in implementing riparian woodland • Optional: producing maps of project areas with soil resources, water features, and spatial analyses The Project Manager will coordinate these projects, provide status updates to Forest Service personnel, and interact with potential partners in the completion of these projects. These diverse projects require a diverse knowledge set: • Technical fields of fuels, roads, OHV, and restoration • All financial vehicles available including contracting, enterprise task orders, grants/agreements with NGOs and other permittee partners, and collection agreements. • Thorough knowledge of necessary NEPA steps and elements of project file with coordination with major documents produced by external parties with input from ANF personnel. • Clear communication graphics and tracking mechanisms (Gantt charts, pert charts, tables, workflow diagrams) to be presented to the Copper Fire Management Body which includes line officers and staff officers, to external parties that can leverage funds for the continuation of these projects. • Internally mediating or recognizing friction points between personnel or program goals, and proactively negotiating with the Copper Fire Management Body, POCs, and supervisors on strategy to reduce conflicts and complete projects. • Prior knowledge of FS personnel and contractors for ease and swiftness of communication • Must be knowledgeable with inherently governmental processes The requirement is to continue the time-critical steps of NEPA, financial administration, and natural resource foundational steps of site preparation, and design phases for OHV and aquatic passage projects. Services include project management and coordination with the Program Points-of-Contact across many programs (Recreation, Fuels, Fire Suppression, Wildlife, Botany, Engineering (Roads); Provide three status updates with Gantt and PERT timelines already developed with delineated with the next step to be completed prior to the next update; external partnership outreach in coordination with the Partnership Coordinator, and financial tracking assistance to ANF Budget personnel. Deliverables: In March & April, • 3 status updates to management body for all projects, presented with decisions needed • 2 meetings with Points-of-Contacts, with delineation of status project, minutes of meetings dispersed to all POCs and supervisors, next steps, and timelines (GANT chart), maps of project areas or planned project areas • Budget spreadsheet of obligated, committed, and spent funds year-to-date • Project files of NEPA documents, budget, and agreements/contracts associated with project A Technical proposal is required consisting of, and not limited tom the following elements: Technical Proposal Instructions: The technical proposal will be used to evaluate and determinate whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the techniques, procedures, subcontractors, and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications / statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. The technical proposal must address all of the technical evaluation factors described below for all of the technical work items listed above. A. Prior Experience, Past Performance and Work Product.
