N00164-16-R-JQ21 - BINOCULAR NIGHT VISION DEVICE (BNVD) - FSG 58 - NAICS 334511 Anticipated Issue Date: 21 MAR 2016 - Anticipated Closing Date: 05 MAY 2016 - Time 3:00 PM EDT This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. NAVSEA Crane anticipates issuing a request for proposals (RFP) for a 5-year, Firm-Fixed Priced (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Binocular Night Vision Devices (BNVD) with White Phosphor Tubes. This acquisition is under North American Industry Classification System code (NAICS) 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The resulting award is not to exceed $49.5 Million dollars over the 5-year ordering period with a contract minimum quantity of 10 each BNVD systems. Delivery terms, delivery will commence 120 days after receipt of order at a maximum delivery rate of 200 each and continue at a delivery rate of 200 each per month thereafter until order is complete with delivery on a FOB destination basis. Inspection will be performed by DCMA at origin and Acceptance will be performed by Government at destination, NSWC Crane, Crane, IN 47522. This is a full and open competitive acquisition and all responsible sources may submit an offer that will be considered. Product samples will be required in response to the solicitation. The final contract award decision may be based upon a combination of the following factors as described in the RFP, product sample test performance, written performance specification compliance, delivery schedule, warranty, and customer satisfaction. The Government intends to award to the responsible vendor whose offer is the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for contract award. The solicitation will require, as part of the proposal, two (2) each BNVD Systems per proposal submitted. The BNVD system consists of the following: BNVD, clip-on thermal imager (COTI) mount bracket, and one each of the following battery pack types: The first configuration of the external battery pack and cabling shall provide sufficient input power to operate the BNVD. The second configuration of the external battery pack and cabling shall provide sufficient input power to operate, simultaneously, the BNVD and the COTI. The product samples must be fully compliant with all specifications as stated in the Performance Specification and referenced in the Statement of Work (SOW). This will be a commercial acquisition in accordance with FAR Part 12. It is anticipated that the RFP will be available on or about 21 March 2016 at the following address: www.fbo.gov. RFPs will be in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. This software is available free at http://www.adobe.com Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the RFP is posted. FedBizOps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
