- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for the Rehoboth Beach/Dewey Beach Nourishment. The work consists of a base bid to place approximately 337,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Rehoboth & Dewey Beach, Delaware. The project area encompasses the municipalities of Rehoboth and Dewey Beach. The contract work may also consist of up to five (5) separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base Bid areas. Options 1, 2, 3, 4 & 5 if awarded, will be for quantities of 93,000, 60,000, 40,000, 80,000 and 50,000 cubic yards, respectively. Option 1 will also include the extension of two (2) stormwater outfalls on Rehoboth Beach. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the repair of pedestrian, vehicle, and handicap crossovers; planting dune grass; installing sand fencing; and the relocation or removal of various existing structures to accommodate the beachfill. The beachfill material for this contract must come from the authorized borrow area. The period of performance is 180 calendar days for the Base and Options. An Award for the Contract is anticipated for April 2016. Estimated cost range of the project is more than $10,000,000.00 including Options. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $25.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Michele Evans at Michele.N.Evans@usace.army.mil on or before 25 January 2016 4:00 p.m. EST.
