- N00164-16-R-JT07 - FRIENDLY FORCES TRACKING EQUIPMENT - FSC 5895 - NAICS 334511 Anticipated Issue Date: 4 FEB 2016 - Anticipated Closing Date: 4 MAR 2016 - Time 02:00 PM EDT This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use FBO to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to award a fixed price indefinite delivery indefinite quantity (IDIQ) contract with a five year ordering period for Friendly Forces Tracking Equipment (FFTE), including the devices, associated accessories, repairs, and engineering services. Multiple or split IDIQ awards could result for the different device types outlined in the Performance Specification if determined to be advantageous to the Government. It is anticipated that this requirement will be a Full and Open Competition with a HUBZONE price evaluation preference. This requirement will be procured utilizing Federal Acquisition Regulation (FAR) Part 15 procedures. Anticipated IDIQ Contract Minimum Dollar Value is $25,000 and the Anticipated IDIQ Contract Maximum Dollar Value is $15,000,000.00. The required FFTE repairs and engineering services being solicited shall be in accordance with the Statement of Work (SOW) and Performance Specification, which will be issued with the solicitation. Please reference the enclosed DRAFT SOW and Performance Specification. Contractors are requested to review the DRAFT documents and provide any comments/questions prior to estimated issue date. The Government intends to award to the offeror that represents the best value to the Government considering technical, past performance, and price. The required delivery date for hardware will be 30 days after receipt of order (ARO). Inspection and Acceptance is to be at destination with delivery F.O.B. Destination to NSWC Crane, IN 47522-5001. The applicable NAICS Classification is 334511 and the size standard is 750 employees. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. FedBizOps may be accessed at http://www.fbo.gov. Solicitations are in portable document format (PDF). No hard copies of the solicitation will be mailed.
