Description

Synopsis This is a pre-solicitation announcement for the Department of Veterans Affairs, Columbia VA Medical Center, SC. A Request for Proposal will be issued on the Federal Business Opportunities website on or about January 21, 2016 for Home Oxygen Service. The VA is seeking a qualified Contractor to provide setup, installation and management of home oxygen services to veteran beneficiaries serviced by the Columbia VAMC and all affiliated community-based outpatient clinics. The performance period will consist of one base period and 4 one-year option periods to be exercised at the discretion of the Contracting Officer. This requirement is being set aside for Small Business. The North American Industry Classification Code for this procurement is 532291, Home Health Equipment Rental, and the size standard is $32.5 million. The government intends to award a Firm Fixed-Priced, Requirements type contract in April 2016. The solicitation will result in the award of a single contract. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various proposal documents, statement of work, and forms, will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov) tentatively on January 23, 2016 with a due date to be specified in the solicitation. No other site shall be used to obtain these documents. All interested offerors should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. An Offeror's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the FEDBIZOpps website. Offerors are advised that they are responsible for obtaining all proposal documents and acknowledge any amendments, and should revisit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice form the VA. Address all questions in WRITING to the issuing office via e-mail to kevin.warren2@va.gov. No telephone inquiries will be accepted. No further information regarding scope, etc., is available until issuance of the solicitation.
