- The Library of Congress FEDLINK program anticipates release of solicitation # LCFDL16RFP001 - GCMU on or about January 25, 2016 on behalf of the Marshall Center Research Library. The agency seeks a new library services management system to support critical library operations in a productive and streamlined manner to enhance student, faculty, and staff interaction with library resources. Requirements for the new system include the following features: • Cloud-based hosted platform • Web-based interfaces for staff and patrons, including for mobile devices • Core library operations, including circulation, cataloging, acquisitions, serials control, collection analysis and evaluation, digital asset management, and reporting functionality • Support for diacritics, non-Roman scripts, and Romanized transliteration • Complete integration of discovery and access as well as licensing management of library subscription databases and ebooks. • Integration with the library's OCLC subscription services including cataloging, inter-library loan, and EZProxy remote authentication tool • Embedded discovery tools to provide immediate access to both print and electronic resources via a comprehensive knowledgebase • Streamlined workflows eliminating or minimizing duplicative or otherwise redundant work • ISO 27001 certification (certification confirmed annually via third-party audit), with demonstrated progress on extending the ISO compliance to NIST SP 800-53 and NIST 800-115 certification, and Federal Risk and Authorization Management Program (FedRAMP) compliance. • Data migration support • On-site or online consultation and training • Responsive technical support The anticipated performance period is for a base period of twelve months with three one-year option periods to be exercised at the discretion of the Government. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition.
