Description

Naval Supply Systems Command Weapon Systems Support Mechanicsburg intends to modify Performance Based Logistics contract N00104-13-D-ZD00 with Raytheon Company on a sole-source basis to Foreign Military Sales Repair of Repairable requirements through the end of the contract on 27 Nov 2017. This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon is the sole designer, developer, and producer of the SPY Transmitter Group and MK99 Fire Control System. Raytheon is the only known source that possesses the requisite knowledge and expertise required to perform the range of responsibilities required by a PBL procurement. Also, Raytheon is the only source having access to the complete weapon system data, information, and test equipment to support this system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
