Description
Solicitation Number: FA7022-16-R-0004 Notice of Intent Solicitation Number: FA7022-16-R-0004 Notice Type: Special Notice NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Air Technical Applications Center (AFTAC) Nuclear Treaty Monitoring Directorate (TTX), Patrick Air Force Base, Florida; Contracting Office, AMIC DET-2 OL/PKA (Patrick AFB FL), intends to solicit and negotiate with one source to Guralp Systems Limited (GSL). The Statutory authority for this acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302. In accordance with FAR 6.302-1(b)(2)(iii), services are deemed to be available only from the original source for continued provisions of highly specialized services to perform the following: (a) Critical performance requirements will be limited to the repair (refurbishment) of the CMG-3TB sensors, testing each CMG-3TB refurbished sensor, and testing each refurbished sensor with its Guralp ancillary equipment. The Government will provide 21 Guralp CMG-3TB broadband sensors as Government Furnished Equipment (GFE) for refurbishment in batches of 6 sensors at a time (3 sensors for the last batch). The contractor shall repair the sensors at their facility and deliver the batch of sensors. This acquisition will be conducted on a Sole Source basis with GSL, Unit 1-3 Midas House, Reading, Berkshire, RG7 8EA, United Kingdom. The applicable North American Industry Classification System (NAICS) code is 334519 -- Other Measuring and Controlling Device Manufacturing, and the size standard is 500. The Request for Proposal (RFP) will NOT be made available. Contract award is anticipated for Feb 2016. A Purchase Order is contemplated with a performance period of 24 months using only Firm-Fixed-Price (FFP). It has been determined that GSL is the only responsible source capable of providing this service. No solicitation/RFP package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) calendar days of the issuance of this notice. AMIC DET-2 OL/PKA (Patrick AFB FL) will consider responses received by 12:00 P.M. (EST) on 1 FEB 2016. Inquiries will only be accepted via e-mail to Mr. Jody Desormeaux at jody.desormeaux.l@us.af.mil. No telephone requests will be honored. SECURITY REQUIREMENT: None A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Christopher S.
