- End Item Application: Aircraft, Airlifter C-17A - (DTF) - NSN: 4235-01-334-0984. The solicitation will contain one NSN for a Pad, Absorbent. This solicitation will be result in a Firm Fixed Price Indefinite Quantity Contract with a Base year and four option years. The proposed award will be for a base year and four option years. This is a 3Z item; the approved source is: 3M Company DIV OH &ESD - CAGE 50378; P/N HP-156. The requirement will be solicited as an unrestricted procurement using other than full and open competition. DLA Direct requirements only. Based on market research, the Government will use the policies contained in Part 13.5, Test Program for certain Commercial items. Refer to clause provision 52.217-9002 for submission of Alternate offers. The Estimated Annual Demand Quantity (EAD) is as follows: Base and Option Year EAD: 3899 each, the total Max Contract Quantity is 19,495 each. The requested delivery is: 70 days ARO; FOB: Origin - Inspection /Acceptance: Destination. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is on or about February 3, 2016. Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers' registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. Offerors must submit a completed solicitation package. A copy of the solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP. From DIBBS homepage, select Request for Proposal (RFP) under the Solicitations heading.
