- ID02120052-27_PCR 024_LSJ for Mass Pay_$220,251 final The following description is of an awarded GSA based contr act task order GST0213CJ0007, contract modification ID02120052-27 that was inadvertently not posted to FedBizOps. The modification with an attached Limited Sources Justification is described as Project Change Request 024 (PCR 024) which addresses the requested VA requirements for IBM to provide for Mass Performance Appraisal Rating, Mass Awards, Mass Pay, and automated Accounting changes to support calendar year end activities performed by HR Specialists performed on the entire VA population. IBM will also address a Section 508 related concern for personnel with disabilities in dealing with color contrast concerns, and provide additional fields of information for VHA to process. The VA currently does not have the programmatic skills or subject matter expertise in the area of product application development.
