Description
Delineated Area Defining Central Business District of Portland, Oregon General Services Administration (GSA) seeks to lease the following space: State:OR City:Portland Delineated Area:Central Business District of Portland, Oregon as defined in the attached map. Minimum Sq. Ft. (ABOA):18.286 Maximum Sq. Ft. (ABOA):18,286 Space Type:Office, Office Related Parking Spaces (Total):0 Parking Spaces (Surface):2 Parking Spaces (Structured):0 Parking Spaces (Reserved):0 Full Term:15 Firm Term:5 Option Term:1, 5 year options (Government reserves right to not include one option if the option would cause the lease to score as a capital lease). Additional Requirements The offered building space shall be/have: Space must be located on first floor or above of a building located above street level (for reasons of security and quality of hearing) as long as it is easily accessible. However, in areas where above street level floor space is not available, ground floor space may be considered. A minimum of two accessible elevators must be available to access the space, one of which may be a freight elevator. An adequate number of public parking spaces at reasonable market rates, as determined by the Lease Contracting Officer, must be available within 800 walkable feet of the employee entrance of the offered building. The term "walkable" means that wheelchair-accessible pedestrian access, along code-compliant sidewalks and crosswalks, exists along the entire route. Code compliant disabled parking consistent with ADA is required. The Government reserves the right to require additional disabled parking spaces depending on the size of the lease. Public transportation with stops generally not exceeding 800 walkable feet of the employee entrance of the offered building. The term "walkable" means that wheelchair-accessible pedestrian access, along code-compliant sidewalks and crosswalks, exists along the entire route. No history of prior heavy industrial use, including but not limited to large dry cleaning operations, rail yards, gas stations, or industrial facilities. No part of the building shall be within 500 feet of an active, freight carrying railroad track. Space shall be located within 800 walkable feet from a primary or secondary street. The route from the primary or secondary street shall be direct. If the building is on a high-traffic or multi-lane street, traffic signals shall be located within two blocks for safe access. Sites that are located directly on a highway or six-lane thoroughfare will not be considered in the following instances: (1) If the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within a block; (2) If the location access is directly from a highway, unless there is a traffic control device within two blocks or equivalent from the proposed office space. Prior to market survey, Federal Protective Service (FPS) will evaluate all interested buildings for security compliance. Crime rates, adjacent tenants and parking areas will all be factors in the evaluation. Buildings may not be solicited based on FPS evaluation. Offered space that does not allow the following conditions to be met, may result in an inefficient layout determination by the Government: a.Contiguous space, all on one floor, not separated by common hallways or other areas. b.No interior ramps or stairs. c.Not more than twice as long as it is wide. d.Regular shape, free of obstructions that hinder development of efficient space design. e.Columns at least 20' from walls and other columns. f.Columns shall be no longer than two square feet. Offered space must meet Government requirements for fire safety, accessibility (ABAAS), seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 year flood plain. Expressions of Interest Due:2/9/16 Market Survey (Estimated):2/23/16 Offers Due: 4/11/16 Award Date8/31/16 Occupancy (Estimated):10/24/17 Expressions of interest should include the following information: 1.Building/site name and address and location of the available space within the building/site; 2.Rentable square feet available and expected rental rate per rentable square foot, showing the rent broken into Shell rent and Operating expense rent; 3.ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4.Date of space availability; 5.Building ownership information; 6.Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7.Energy efficiency and renewable energy features existing within the building; 8.List of building services provided; 9.One-eighth inch scale drawing of proposed space offered or marketing brochure illustrating the floor plans and proposed space, or proposed site layout; 10.Name, address, telephone number, and email address of authorized contact; 11.In cases where an agent is representing multiple ownership entities, written acknowledgement; 12.Your letter must include the Project # listed above and be emailed or mailed to the Primary point of Contact; 13.If AutoCAD drawings of the proposed space are available, please provide (optional) If the expression of interest letters does not have all of the information listed above they may be considered unresponsive.
