- Grazing Draft License Exhibits A1-A3 IFB Bid Form - Word Document Grazing Draft License Attachment Page(s) Grazing Draft License IFB Grazing Instructions Invitation for Bid Synopsis: The United States Coast Guard is issuing this Invitation for Bid (IFB) to allow 100+/- acres of grazing rights in Coast Guard controlled property at Cape Mendocino. The parcel of land is located in Section 27, Township 1 North, Range 3 West, Humboldt Meridian, Humboldt County, California. Special Provisions of the license agreement: • Licensee shall be required to construct a fence and gate around the perimeter of the licensed premises. The fence must conform to Coast Guard requirements will be provided by the Local Licensor Representative at Sector Humboldt and all construction must be coordinated through them. • Licensee will provide the required water troughs for the cattle being grazed. • Licensee acknowledges that Licensor does not own or control the road used to access the site. • Licensee is responsible for all costs associated with the operations and maintenance of its cattle. • All equipment, property or fixtures installed and operated by the Licensee pursuant to this license shall not in any way interfere with: operations and equipment under the control of Licensor; navigational aids or equipment; equipment installed by others, or property operated in the vicinity with prior authority. • The equipment, property or fixtures installed and operated by Licensee pursuant to this license shall not in any way pose any hazard to life, health, or safety. • Licensee at no time shall permit: access to any Coast Guard equipment or facilities; any interference with the Coast Guard operations or access rights; removal of any Licensor property from the premises; any controlled substances to be brought onto, possessed, used, solicited, transferred, or sold on the installation, and any alcoholic beverages to be brought onto the installation, without the express permission of the Commanding Officer. • The following hazards may be associated with the use of the facility by Licensee: high power electronic transmitting devices that emit electric-magnetic (radio waves) of various frequencies; the use of the described or similar devices and the hazardous facilities in the vicinity or along the access routes to the licensed facilities, the aforementioned equipment use cannot be delayed or otherwise affected due to Licensee's use of the facilities. Licensee shall advise its officers, employees, contractors, agents, guests and participants in activities of potential hazards. • Licensee shall not graze more than 100 head of cattle, at any one time, on the licensed property.
