- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a Firm Fixed Price Contract to provide 20 flight hours of manned ISR and Simulated CAS (SIMCAS). Flight hours will consist of five hours each day, Monday thru Thursday of the designated week of training. The contractor will also provide one Ground Liaison Officer (GLO) /Project Manager (PM) to perform various duties. The contract will be a 100% small business set aside. The first period of performance will be 8 Feb 2016 - 12 Feb 2016. The second period of performance will be 4 Apr 2016 - 8 Apr 2016. These supplies will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 481219 Other Nonscheduled Air Transportation Flight Training. The size standard is $15,000,000. Once the solicitation is posted, in order to receive the solicitation and associated documents for this requirement, Contractors are required to contact the Contracting Officer at warcom.contracts@navsoc.socom.mil. In order to receive the solicitation, Contractors must be registered in the System for Award Management (SAM) with an active CAGE code, and must have SECRET Safeguarding and a TOP SECRET Facilities Clearance. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 21 January 2016. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
