Description
Draft RFP for NWSC Waterfront Operations Bldg V-47 Industry Day/Site Visit for Upcoming Procurement The NSWCCD Detachment Norfolk Combatant Craft Division will hold an Industry Day/Site Visit event at Naval Station Norfolk Detachment, Virginia Beach, VA on February 10, 2016 from 0900 to 1200 hours, Eastern Standard Time (EST). The Combatant Craft Division is the U.S. Navy's center for research and development, engineering, design, acquisition, testing, logistics, and in-service support for the U.S. Navy, Department of Defense agencies, and foreign partners' boats and crafts. This requirement is for the Waterfront Operations Support, NSWCCD-CCD Detachment Norfolk's facilities located at Building V-47, Norfolk Naval Station, Norfolk, VA and at remote test sites in the US as required; at the contractor's yard facilities; and on deployed vessels. The site visit will be limited to Building V-47 Operations. Much of the work associated with this requirement will be in support of Research and Development, Test and Evaluation (RDT&E) projects and in response to emergent fleet requirements arising from damage to a ship's boats, propellers, etc.; and meeting emergent antiterrorism or force protection requirements. The timing and pace of this work cannot be predicted at this time. It is inherent to the nature of craft RDT&E work that much of the effort will be expended in response to unforeseeable events such as test article failures, unsatisfactory test results, test equipment and instrumentation failures, etc. Similarly, fleet support is largely in response to emergencies that require rapid response and turn around. Thus, the timing and pace as well as the total amount of work will be unpredictable. In order to meet these requirements overtime will be required. In accordance with FAR 15.201 guidance, a draft RFP is provided to improve Industry understanding of the NSWCCD-CCD Waterfront Operations requirement. The Government anticipates the draft RFP will change as it completes the final RFP. The draft RFP is provided for information purposes only and does not constitute any obligation upon the Government (reference Forecast Disclaimer below contained in this synopsis). Who Should Attend: All companies, large and small, including socioeconomic businesses that are interested in future contracting and subcontracting opportunities for the required services are encouraged to attend. Prior federal contract experience is not required. Forecast Disclaimer: This procurement is subject to revision or cancellation. Final decisions on the extent of competition, small business participation, estimated value, or any aspect of the procurement action will not be made until this procurement is initiated. Forecast data is for planning purposes only and is not a commitment by the Government to purchase the described services. The Government is not responsible for proposal costs associated with this notification. Registration: Attendance to the Industry Day event requires pre-registration. Interested companies must register by contacting Ms. Teresa Kelly at teresa.kelly@navy.mil. Please limit the number of attendees to two persons per company. Once registered, attendees will be contacted for additional information for submission to Naval Station Norfolk security office to obtain base access. There is no cost to attend this event. Registration will close on January 27, 2015, 1500 hours EST Day of Event: On-site registration will begin at 0900 hours EST. Please allow 30 minutes for required security screening to enter Naval Station Norfolk. This event is open to U.S. citizens only. Government issued photo ID (i.e. driver's license) will be required for admittance.
