- SOURCES SOUGHT NOTICE SOURCES SOUGHT REFERENCE NUMBER TIRNE-16-S-00001 AGENCY: INTERNAL REVENUE SERVICE (IRS) LOCATION: NEW YORK, NEW YORK This is a woman owned small business set-aside sources sought notice. THIS IS NOT A SOLICITATION FOR PROPOSALS, PROPOSAL ABSTRACTS OR QUOTATIONS. The purpose of this notice is to obtain information regarding: 1. The availability and capability of qualified women owned small business sources; 2. Size classification relative to the North American Industry Classification systems (NAICS)337214 for the subject acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a women owned set-side is possible. All organizations that are not considered to be a small business under the applicable NAICS code shall not submit a response to this notice. Background The IRS Real Property and Project Management programs are currently planning consolidation of business offices and reduction of leased commercial real estate throughout the country. As the agency implements more mobile and flexible work models, our workstation and office furniture standards are evolving to support the changing workforce and reduced real estate occupancy. The IRS requires an efficient and sustainable mechanism for aligning inconsistent and often outdated furniture inventory with ongoing implementation of smaller, more dynamic workspaces. The Furniture Refreshment Strategy (FRS) program, a division of IRS Facilities Management & Security Services (FMSS) is pursuing a national program of Remanufacture of workstation and office furniture replacement using the Exchange/Sale Authority as detailed in Federal Management Regulation (FMR) Subchapter B - Part 102-39. The IRS seeks comprehensive furniture planning, relocation, decommissioning, remanufactured and installation services for EXISTING workstations, seating and support office furniture in accordance with FMR procedures and reporting requirements for the Exchange/Sale of Personal Property. Purpose and Objectives The IRS requires an integrated, cost-effective process for managing and retrieving existing IRS furniture for remanufacture purposes at designated locations throughout the United States including Hawaii, Puerto Rico and Alaska and then delivering the remanufactured furniture to other designated IRS locations as required. The objectives of this program are as follows: Maximize the value of IRS current office furniture inventory applying the exchange process to reuse furniture at reduced cost and minimal waste: Please see attached IRS statement of work for additional details. Other important considerations: All respondents must read this sources sought notice in it's entirety, and respond accordingly. THIS PROGRAM CONSISTS OF REMANUFACTURING AND EXCHANGING OF EXISTING IRS FURNITURE for credit and discount purposes. NO NEW FURNITURE WILL BE UTILIZED IN THIS PROGRAM. REQUIRED BUSINESS INFORMATION FOR THIS NOTICE: Interested qualified women owned small businesses must submit a Capability Statement not to exceed 3 pages, excluding resumes. Capability Statements must not include links to internet web sites addresses (URLs) or otherwise direct readers to alternate sources of information. Font size must be (12). All proprietary information should be marked as such.
