- Description
- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0001 on a sole source basis to Hamilton Sundstrand in Windsor Locks, CT. This is an effort to procure the source data necessary for the development and publication of a component level maintenance manual for the Advance Flight Control Computer (AFCC), part number (P/N) 812450-4, in support of the Multi-Mission Helicopter Program Office (PMA-299). As the sole designer and developer of the AFCC for the H-60 Platform, Hamilton Sundstrand is the only known source with the requisite knowledge, experience, expertise, technical data and software data necessary to deliver the source data required for this maintenance manual. The authority permitting other than full and open competition is Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "only one responsible source, and no other type of supplies or services will satisfy agency requirements". Note: The proposed contract action is for support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
