Description
This is the Draft Performance Work Statement SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) 773ESS - NPTLOX The United States Air Force, 773 Enterprise Sourcing Squadron (ESS), Wright-Patterson AFB, Ohio is seeking all potential sources including small business (SB), 8(a), Hubzone, Woman Owned small Business (WOSB), and Service-Disabled Veteran-Owned small business (SDVOSB), that are capable of providing maintenance and repair for Next Generation Portable Therapeutic Liquid Oxygen (NPTLOX) systems. 773 ESS is seeking an Indefinite Delivery Indefinite Quantity (IDIQ) contract (base year plus four one-year options) for services outlined in the Draft Performance Work Statement (PWS). Firms responding shall specify that their services meet the specifications provided in the PWS and provide detailed company information to show clear technical capability. All interested firms shall submit a response confirming their capability to produce the requested services in accordance with the draft PWS to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. NAICS Code assigned to this acquisition is 811219, with a size standard of $20,500,000.00. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVOSB, and Hubzone). Also indicate if you are a manufacturer or provide the name and size of the manufacturer that you received your certification through. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. THERE IS NO SOLICITATION AT THIS TIME. THIS IS NOT A REQUEST FOR COST/PROPOSAL. This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), etc.). If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, Web site address, and telephone number. In addition, please provide your business size status (i.e. 8(a), HUBZone, Woman/Women Owned or Service Disabled Veteran-Owned, small business, large business, etc.) under NAICS 811219. **If you are under the 8(a) program, please identify when you graduate from the program. **Businesses must be registered in System for Award Management (SAM) in order to receive a contract with the Federal Government Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions Responses may be submitted electronically to the following e-mail address: Ashley.Grant.1@us.af.mil. All correspondence sent via email shall contain a subject line that reads "773ESS-NTPLOX Sources Sought." If this subject line is not included, the email may not get through email filters at Wright-Patterson AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachments. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc, or.xls documents are attached to your email. All other attachments may be deleted. All responses must be received no later than 2:00 PM Eastern Standard Time, 18 February 2016.
