Description
This is a Sources Sought Notice for Market Research Replace Hydrant Fuel System, Nellis Air Force Base, Nevada. It is to gain knowledge of potential qualified small and large business firms Responses to this Sources sought will be used by the Government in making appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. No proposals are being requested or accepted with this notice THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. This project will provide a new Type III Hydrant Fuel System meeting the design requirements of the Department of Defense "Pressurized Hydrant Fueling System, Type III, July 2010", and other design requirements of UFC 3-460-01 - Fuel Facility Design. The project will provide for fueling and defueling capability at three (3) bomber aircraft parking positions via hydrant hose trucks (HHTs). Additionally, fueling capability for twenty-five (25) revetment positions for fighter aircraft will be provided via hose end pantographs with non-lubricated swivel joints. The project will consist of the following elements: • Fuel transfer line from the nearby Kinder-Morgan area • Two (2) 10,000 BBL JET A operating fuel storage tanks • Hydrant fuel system piping, pump shelter, and filtration equipment. • Three (3) positions for fueling/defueling bomber aircraft • Twenty-five (25) revetment positions for fueling fighter aircraft • Back-up generator for emergency power • Product Recovery Tank • Hydrant Hose Truck (HHT) Check-Out Station • Two (2) truck fillstand positions with protective canopy • High point vent and low point drain pits. • Isolation valve pits • Parking area for two (2) HHT's and six (6) tanker trucks •Supporting facilities including utilities, site improvements, pavements, and communications The project will include demolition work at the airfield and will include the removal of the asphalt shoulder and concrete pavement along the route of the new fuel hydrant loop. Pavement demolition will be a very critical stage of construction and measures will be taken to preserve the integrity of the pavement to remain. The removal is necessary for the installation of the new hydrant loop and hydrant outlet pits. In addition to the pavement removal, existing pits associated with the existing fuel lines will be removed. After the existing facility is operational, the existing tank site shall be demolished and removed with the site filled and graded to match the existing surrounding terrain. The existing underground fuel lines beneath the pavements will be abandoned in place. The location of this work is on Nellis Air Force Base, Nevada, Clark County, Nevada. The estimated magnitude of construction is between $25,000,000 and $50,000,000. Estimated duration of project is approximately: 720 calendar days North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237120. Small Business Size Standard for this acquisition is $36.5 Million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must self-perform 15% of the work, not including materials or equipment All technical evaluation factors and sub-factors have not been assigned at this time. Past Performance will be evaluated. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers of any prospective contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 5 pages. (1) Offerors name, address, point of contact, phone number, and email address. (2) Offerors interest in bidding on the solicitation when issued. (3) Offerors capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute the construction, comparable work performed within the past 8 years, and brief description of the project, customer satisfaction, and dollar value of project) provide at least 3 examples. Project examples must be in the $25,000,000.00 range or greater. (4) Offerors type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)). (5) Offerors Joint Venture information, if applicable, existing and potential. (6) Offerors bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). (7) Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. Interested offerors shall respond to the Sources Sought Notice no later than 2:00 PM (local time), 2 February 2016. All interested firms must be registered in SAM.gov to be eligible for award of Government contracts.
