Description
**Seeking Sources** Install a new access control system to replace and/or upgrade the existing KeyScan system. This upgrade will provide additional functionality that the administrators of the system installed on the US Coast Guard Cutter Healy (USCGC Healy) do not currently have. This additional functionality includes the ability to use their FIPS/TWIC cards (common access cards) instead of their separately issued access control cards enabling USCGC HEALY to meet Security Presidential Directive/HSPD-12. The proposed system will allow for an "In/Out Status" screen that is the primary user interface displaying real-time status for the secure gate system and the ability to display the ship's crew broken down by Department and division. In addition, this screen can be updated with a single click of a mouse, or it will update automatically approximately 60 seconds after common access card has been swiped. This proposed new system also includes an "enrollment reader" which will be used to enroll/program the users FIPS/TWIC cards into the system. The FIPS/TWIC card functionality will require contractor to provide network/server & operating software (windows 10) that is SQL compliant. This will require some coordination between contractor and USCGC Healy technical personnel to deploy. The new hardware will connect to the existing cable, lock power supply, and connection to customer's network, which are all good working condition and is fully usable for the new system. The following are mandatory provisions for the award of the contract. 1.) An In/Out Status Screen that is the primary user interface displaying real-time status for the secure gate system and the ability to display the ship's crew broken down by Department and division. 2.) The ability to change a member's In/Out Status automatically however, a manual ability to change the member's status shall be an alternative, in case there is trouble with the Government Issued Cards (PIV/TWIC). 3.) Incorporate K-smart -GOV readers (FIPS201) Federal Information Processing Standard compliant readers to meet Homeland Security Presidential Directive/HSPD-12. We would like the upgrade to consist of four 201 Card Readers and associated hardware. 4.) The secure gate system must to maintain the manual ability to defeat/override the magnetic security device. There will be restrictions on software that can be discussed with technical personnel.
