Description
This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. All interested parties should send company and/or descriptive literature along with responses to the following: SFC Brian Baugh, email brian.s.baugh@usace.army.mil. All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Purpose: Request for Information - The US Army Corps of Engineers is searching for potential sources that are capable of providing technical and managerial support to US Army Forces Command (FORSCOM) in the area of training range development and management. Work under this program shall include, but is not limited to, training research, training development, range configuration, gunnery qualifications standards, assurance and compliance, range related requirements development, target layout and emplacement verification as these areas relate to environmental compliance. The preponderance of work is under the primary North American Industrial Classification System (NAICS) code of 541330. Estimated Dollar Value: Not to exceed $600,000. Estimated Period of Performance: Up to five years. Place of Contract Performance: The primary place of performance is Fort Bragg, NC. Contract Type: At this time, this requirement is anticipated to be a firm fixed price contract. Major Support Services: Perform work in fields such as aerospace, electrical, mechanical, human factors, software, and system engineering; scientific research and development; technical design, and other technical professional services. Listed below are the expected major functional areas for which contract support will be required. Interested sources must submit a package demonstrating their relevant experience and ability to provide services in this RFI. 1. Qualifications a. The contractor will be considered a subject matter expert (SME) in the area of training range development and have previously worked in that role providing direct support to the Army Command Range and Training Land Program (ACOM RTLP) or Huntsville Mandatory Center(s) of Expertise (HSV MCX) for at least 5 years. b. Experience in the execution and training analysis of training ranges and facilities; familiarity with digitized automation and modernization efforts of the US Army; familiarity with current US Army training ranges, training manuals, major weapon systems, and a working knowledge of the agencies involved with the Army's range modernization program. c. Experience in and demonstrated execution of RTLP process as it concerns MILCON (OMA/OPA) and Minor construction (OMA) for range construction. d. Qualified personnel to provide functional range training support shall be US Army trained as a master gunner or equivalent. 2. Any future contracts could include but not limited to the following task: a. The Contractor shall prepare and submit the Project Management Plan (PMP) and an Abbreviated Accident Prevention Plan (APP) for review, including technical approach, milestones, key staff, meetings, coordination, submittals, and review period. The PMP will address overall technical approach, milestones, meetings, coordination, submittals, review periods, and activities. b. The contractor shall support ACOM RTLP in their mission to provide the design review of all types of range projects. The Contractor shall review, monitor and collect data for the decision making process of the ACOM Live Fire Training Investment Strategy (LFTIS). Installation projects will be reviewed, vetted, and scored for inclusion into the Army Training Investment Strategy. The Contractor will track all Project applications of all 16 main FORSCOM installations, as well as, those eventually funded by the Army. c. The contractor shall prepare concept range layouts, conduct field studies, review DD Form1391 for training standards, and provide data collection, development and submittals to support LFTIS directives. The contractor shall attend in progress and configuration management reviews/conferences as required. d. The contractor shall develop/write memorandums, decision papers, briefings and other correspondence to provide information on training range issues and to convey decisions or to elicit guidance from leadership. Was this work similar in scope to this RFI? 10. Does your company currently employee any US Army certified master gunners or equivalent? If so provide supporting documentation? 11. Is your company planning on business arrangements with other companies? If so, please list the process used in selecting the members. 12. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy the requirements above. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. 13. Please provide additional information that you believe we should know about your company in support of this RFI. 15. As experts in your field, please provide additional comments to assist the government in this fact finding.
