- •(i) This is a combined synopsis/solicitation for commercial off-the-shelf (COTS) items or slightly modified COTS items under FAR Part 13 prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. •(ii) This announcement constitutes the request for quote for the required items under Request for Quote (RFQ) N61331-16-T-0014. A subsequent solicitation document will not be issued. •(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. •(iv) The NAICS Code is 334511. Small Business Size Standard is 750 employees. The FSC is 6605. •(v) The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm fixed price commercial item order to Teledyne RD Instruments, 14020 Stowe Drive, Poway, CA 92064 for the acquisition of Workhorse Navigator Doppler Velocity Logs and upgrades. The Workhorse Doppler Velocity Log will be used in the upgrade of the current acoustic navigation system and will become part of the Precise Integrated Navigation System (PINS). These Workhorse Navigators Doppler Velocity logs will be used for shipboard installations. The Government's minimum needs have been verified by the Certifying Technical and Requirements personnel. •(vi) The following items are being procured: Part Number Description Qty HWN300ModBeamNHSST Workhorse Navigator Doppler Velocity Log; 300 KHz, SST316 (Stainless); No Housing 12 WHNCP Current Profiling Mode 1 for Navigators 12 •(vii) This procurement is sole source for the following reasons: •a) Teledyne RD Instruments is the sole manufacturer of the Workhorse Navigator. The new Doppler Velocity Log is an upgrade to the currently installed equipment and minimal changes are required. •b) Use of another vendor would result in a duplication of cost. Acquiring equipment from another vendor will require our team to research the data format, data communication protocol, write, test and validate new code to integrate with the PINS system, test and validate information from the sensor. The Workhorse Navigator provides the identical output data stream which the currently installed Doppler sends. Any changes to the data would be expected to cost $65K to $80K in additional costs associated with integration efforts and lab testing. These costs would not be expected to be recouped in an open competition. •c) US Navy ships have been using Teledyne RD Instruments equipment for more than fifteen years. These items have been installed on MCM Class ships for ten years. The performance of the Teledyne equipment is documented and well known. Any other equipment vendor would require extensive underway ship trials and performance measurements prior to being able to utilize that equipment within our PINS hardware. This underway testing would be prohibitively expensive and would extend beyond the required ship delivery. •(viii) FOB Destination. All items will be delivered within 90 days after contract award.
