Description
W911SD-16-T-0099 Turf Protection for Graduation (Interlocking Tiling) The United States Military Academy at West Point, NY requires a contractor to provide all labor, and equipment required to install and remove not to exceed (NTE) 3,543 square yards of Floor Covering and Artificial Turf on the Michael Stadium playing field surface to support graduation exercises. Statement of Work Floor covering shall be interlocking tiles, the outer edges will be finished in such a way as to prevent tripping hazards and the walking surface of the tiles shall have a non-slip finish on the walking surface. The tiles/floor covering shall be installed on all uncovered surfaces of the field as determined by the government representatives. Floor covering will be installed under the stage, press box and limo "road". In addition to seating, several small stands and risers will be installed on the floor covering. Floor covering shall be capable of accepting 400 PSI point-load, and a spread load of a minimum of twelve (12) ton per axle. The contractor's material handling equipment (e.g. "gator") shall be equipped with 12 psi (maximum) "turf tires". Upon completion of installation, any equipment and or extra tiles will be stored out of site at the stadium in a location provided by the Government. Purchase and install Artificial Turf to cover Turf Protection Flooring at Michie Stadium. Material shall be installed over existing fiberglass turf protection at Michael Stadium. Material shall be installed in such a way as to not present tripping hazards. All seams shall be tight, no areas left uncovered. Material shall be cut neatly around installed platforms. Means of fastening shall be staples. Material shall be removed by contractor after commencement exercises when turf protection panels are removed from the site. No remnants of material shall be left on site upon completion of the installation. All trash and debris shall be removed from stadium prior to departing for the day on the day of installation. Color shall be Black. Prior to installation, the Contractor will provide the Government literature or samples to determine the exact color to be used. Period of Performance The period of performance is for approximately a three (3) week period (two weeks or more prior to and one week after graduation). Graduation is scheduled for Saturday May 21, 2016. Prior to graduation, the COR will meet with the contractor to review the requirements and layout and to agree on the exact quantity of Turf Protection that will be required. The Government will only be billed for this amount. The contractor shall complete the removal of the Floor Covering and Artificial Turf at the end of the three (3) week period. NLT 28 May, 2016 Floor Covering For Graduation - The contractor shall complete the installation of the interlocking floor covering not later than 7:00 am of the day determined by the government point of contact (14 calendar days prior to graduation day). Coordination The Contractor shall provide a telephone number and e-mail address to the COR at contract award of the Contractor's Representative who will be responsible for services. The contractor shall coordinate all services a minimum of one month prior to graduation with the COR. Normal working hours at the U.S Military Academy are from 08:00 AM until 4:30 PM, Monday thru Friday. The contractor may work other than normal working hours to complete the requirements of this contract. Arrangements shall be coordinated with the COR. The Contractor shall supply identification badges which shall be displayed by all contractor employees while working on the job site. The identification badges shall include the full name of each employee, the company name, and the project title ("Graduation Flooring, Michie Stadium"). The COR will provide the proper form for the Contractor to fill out to for background checks to be performed to allow for ID cards to be issued. Coordinate with Government POC (COR) for Exact Period of Performance.
