- SDV Bridge Redacted J&A The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source basis to General Dynamics Information Technology Inc. (GDIT); 3211 Jermantown Road, Fairfax VA 22030 for continuation of services for Seal Delivery Vehicle (SDV) and Naval Special Warfare Programs Support Services. The purchase is not suitable for full and open competition for the following reasons. Only GDIT has the expertise, technical qualifications and necessary resources to fulfill the requirement to meet the Government's need. GDIT will provide services for product development, test and evaluation, programmatic support, and engineering support services. Also, provide procurement, fabrication, assembly, overhaul, and inspection of hardware and software components and systems; development of data deliverables including analyses of alternatives, feasibility studies, and concepts of operation. Specific projects to be supported include the SEAL Delivery Vehicle (SDV) and other NSW or NSW-related projects arising in the Maritime Mission Systems Division within the duration of this contract. The bridge will ensure continuity of service during critical testing for the Littoral Combat Ship (LCS) Mission Package Initial Operational Test & Evaluation (IOT&E) test requirements in support of the LCS. Also, provid e testing, operationa l an d maintenanc e suppor t service s o f Projec t Suppor t Craf t (PSC), Side Sca n Sona r (SSS ) operations, Remotel y Operate d Vehicle s (ROV), tes t rang e equipment, oceanographi c equipment (i.e. wav e buoys), an d technica l expertis e t o suppor t ongoin g testin g a t NSW C PCD. GDIT is currently mobilized and capable of providing the highly specialized skills to perform this effort during the potential time frame. The effort entails timely support to SDV fleet overhauls, emergent technology insertions, and emergency repairs to damaged fleet assets. Following competitive procedures or awarding to another contractor for a bridge effort would potentially put the program at risk due to the difficulty of acquiring the required personnel, facilities and the ability to mobilize in a timely manner to meet the program's requirements.
