- Request for Quote document This solicitation is a Sole Source Procurement The proposed contract action is for supplies or services for which the Government intends to solicit with only one source, IHS Global Inc., 15 Inverness Way East, Englewood, CO, 80112-5710, under the authority of FAR 13.106-1(b)(1)(i). IHS Global Inc. is the only company that provides the necessary online access to American Association of State Highway Transportation Officials (AASHTO) manuals and standards, American Concrete Institute (ACI) standards, and American Society for Testing and Materials (ASTM) standards. All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
