- Please see the Request for Information for complete details. This is a Request for Information (RFI) which intends to obtain information about interest, capabilities, and market information related to the proposed activity entitled "Solar Power Systems at Rural Health Posts - Zambia." Lack of electricity in most rural health posts, exacerbated by the current acute load-shedding crisis throughout the country, has adversely affected the quality of health care, worsening health outcomes, putting the lives of thousands of people at risk, and undermining substantial USG investments in the health sector. In health centers and health posts electricity is needed to provide lighting and for refrigeration to maintain cold chains for life-saving medicines, undertake laboratory tests, vaccines and blood products that are critical to prevent childhood illnesses, respond to medical emergencies and mitigate epidemic risks. With little prospect of the national grid being extended to most of Zambia's rural areas in the near future, and with solar technology becoming an increasingly cost-effective long-run energy solution, the provision of rooftop solar systems offers the best way to substantially improve access to quality health care in rural areas. Power Africa Zambia proposes to work with USAID/Zambia's Health team and the GRZ's Ministry of Health to bring electricity to almost 600 off-grid rural health centers over a five-year period, serving an estimated 2 million patients, ensuring a referral chain by linking health posts in the most under-served areas, and powering sectors of referral hospitals that are often left without power given the load shedding and macro-economic situation, which makes the provision of fuel and maintenance of generators difficult. This activity will also be explicitly designed to catalyze the commercial rooftop solar industry in rural communities. Successful utilization of these solar systems, coupled with marketing efforts and the development of solar operations and maintenance capacity, will stimulate demand from other users - households, businesses and government offices.
