Description

The Army Contracting Command-Redstone, Redstone Arsenal, AL, 35898, on behalf of the Joint Attack Munition Systems Project Office, Program Executive Office, Missiles and Space, hereby issues the following Sources Sought/Request for Information to ascertain the level of interest of potential vendors desiring to contract for depot level maintenance for the HELLFIRE Modular Missile System and provide technical support for HELLFIRE II Missiles to include repair, modification work orders, contractor furnished material necessary for the repairs, and operation of a Government-Owned, Contractor-Operated facility in Bynum, AL. This requirement consists of options for 65,450 modification work order hours for all U.S. and foreign military sales customers. This requirement is anticipated to be restricted to HELLFIRE Systems, Limited Liability Company (HSLLC), Orlando, FL, CAGE 036W7, under the basis of the statutory authority permitting other than full and open competition 10.U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements quote mark since HSLLC is the only source that has the unique test equipment required to test HELLFIRE Missiles and the expertise necessary to perform required maintenance and repair services. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All offerors must meet prequalification requirements in order to be eligible for award. This is a Request for Information (RFI) only. This RFI is released pursuant to FAR 15.201(e). It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to the RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FEDBIZOPPS) website. It is the responsibility of any potential offeror to monitor FEDBIZOPPS for additional information pertaining to this requirement. Please limit submissions to no more than 10 pages including the cover letter. All items shall be in Microsoft Office 2003 (or later) format or Adobe PDF format and shall be free of all computer viruses. Reponses must be received by no later than 29 January 2016 and be in compliance with all applicable U.S. Army, Department of Defense, and Federal policies. All material submitted in response to this RFI must be unclassified and properly marked. Submissions will not be returned.
