Performance Work Statement DFAS and Full Text Clauses Schedule of Items Table I&T Research, Analysis and Advisory Membership Services for DFAS-IN REQUEST FOR QUOTES (RFQ) NO: HQ0423-16-T-0008 This is a combined synopsis/solicitation (RFQ) for the purchase of a 12-month membership for information technology research, analysis and advisory services on the Information and Technology (I&T) industry to support the Chief Information Officer for DFAS (CIO) through website access and telephonic services in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This will be a firm fixed-price contract type. NAICS code for this announcement is 541611 with small business size standard of $15.0 million. SOLICITATION CLOSING DATE : All quotes must be received by 10:00 am (EST), Monday, January 25, 2016. Preferred delivery method for submission of your quote is via email : carrie.e.fairbanks.civ@mail.mil. Quotes shall include at a minimum, in addition to the items listed in the section Basis for Award below, the following: •· Unit price per year for 1 - IT Executive CIO Signature Seat for the base year and two option year periods. •· Unit price per year for 3 - Multi User IT Leader Advisor User for the base year and two option year periods. •· Vendor Contact Name, Phone Number and Email Address •· Company Cage Code or DUNS Number •· Tax Identification Number •· Business Size: Small/Large/Other: _______________ Note: A Schedule of Items table has been provided as a separate attachment to assist with supplying the required pricing and vendor contact information. Advance payment is authorized in accordance with FAR 32.201 and 32.202-1(b). IMPORTANT REMINDER: Prior to submission of quote, please verify your registration is current and active via the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/. DESCRIPTION OF REQUIREMENT: Defense Finance and Accounting Service (DFAS) requires a 12-month membership for information technology research, analysis and advisory services on the Information and Technology (I&T) industry to support the Chief Information Officer for DFAS (CIO) through website access and telephonic services as described in the Performance Work Statement (PWS) (attached separately). Period of Performance: One-year base period and two option years. Conformance to SOW: You must provide the membership services in accordance with the PWS. Unless an exception is specifically noted within your quote, your quote will be considered to be in complete conformance to the solicited requirements. BASIS FOR AWARD : The Government will award to the responsible quoter whose quote is determined to be the "best value" to the Government, price and other factors considered. The factors that will be considered are Quality of Serivces Offered, Past Performance and Price. It is expected that trade-offs will exist between pricing and non-pricing factors and that vendors will be evaluated based on non-pricing factors and price. All evaluation factors, other than cost or price, when combined, are greater than price. As non-price factors become more equal, the evaluated price becomes more important. Prospective vendors are advised that a quote meeting the objectives and requirements with the lowest price may not necessarily be selected if award to a higher price vendor is determined to be the best value to the Government. Vendor's should address the following in their quote: QUALITY OF SERVICES OFFERED: The provided information should clearly demonstrate how well the services address proposed project needs. PAST PERFORMANCE: The provided information should clearly demonstrate or identify the following relevant past performance within the last three (3) years and the contractor's ability to provide information technology research, analysis and advisory services to Chief Information Officers and Information Technology managers. The information provided by the contractor should include research on the direction of the IT industry and include a focus on companies, products, markets, decision frameworks, tactical guidelines, case studies, implementations, and strategic planning assumptions, for cost reduction or improved IT capabilities. Preference will be given to quoters who have provided similar services at a DFAS Government installation or familiarity with Government finance and accounting operations. Nondisclosure of applicable past performance information, which may reflect poorly upon the Quoter's capability, will be considered accordingly. PRICE : A table has been included as a separate attachment titled Schedule of Items Table to assist with submission of pricing for your convenience. The provided information should clearly identify the price per year for type of subscription service for the base year and two option year periods. To permit a through and effective evaluation, the quote should be as concise, complete and clear as possible so as to permit the Government to make evaluation of the quote without further information being required from the quoter. The Government reserves the right to make a determination whether a quote is acceptable or unacceptable solely on the basis of the information submitted and proceed without requesting additional information. Therefore, each response should be submitted in the most favorable terms satisfying the RFQ requirement. Option(s), inclusive of any potential extensions in accordance with FAR 52.217-8, will be evaluated at time of award. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). SECURITY REQUIREMENTS: All work performed for this requirement is unclassified or is sensitive information covered by the Privacy Act of 1974 and other Department of Defense and DFAS regulations. Information Assurance shall be in accordance with DFAS 8500.1-R, Information Protection and Safeguards, DOD Directive (DoDD) 850.1, Information Assurance and DoD Instruction (DoDI) 8500.2, Information Assurance Implementation. PROVISIONS AND CLAUSES : The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. QUESTIONS AND INQUIRIES CONCERNING THIS RFQ: All questions and inquiries concerning any aspect of this announcement must be submitted in writing to carrie.e.fairbanks.civ@mail.mil for clarification sufficiently in advance of the deadline of receipt of the quote to get an answer in time to meet that deadline. Telephone requests will not be honored. The Government's response to inquires will be made in writing. Any resulting additions, deletions or changes to the RFQ will be made by issuances of a formal amendment. Quoters are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award.
