Description
This is a Request for Information (RFI) for market research and planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this RFI is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The U.S. Army Dental Command (DENCOM) is conducting market research to obtain information regarding Small Business capability to provide support for the Corporate Dental System (CDS) to determine Small Business participation in future acquisition actions. The primary NAICS code is 541513 Computer Facilities Management Services, Small Business Size $27.5M. The potential vendor will provide support for the Corporate Dental System (CDS), which supports the complex mission of enabling dental readiness and ensuring the total dental health of all service members in the United States Armed Services as well as their dependents when stationed overseas. To facilitate operationally based dental readiness and wellness, the vendor will need to have the proven capabilities to be responsible for maintaining an enterprise-wide, web-based system that facilitates the collection, storage, analysis, and dissemination of dental treatment workload information. This system must be easy to use, reliable, and accessible. The potential vendor shall have vast knowledge working with Military Health Systems that are patient centric and have a longitudinal history of treatment and the associated workload. Complete knowledge will include; clinic scheduling, workload analyses and reporting, digital image integration, readiness management, mobilization/demobilization support, and mass event support. The potential vendor shall understand the multiple varied nuances that are associated with the various systems needed to transmit readiness, wellness, and personnel manning information. These systems will include, but are not limited to: Air Force Corporate Health Information Processing Service (AFCHIPS), Army Training Requirements & Resources System (ATRRS), Defense Enrollment Eligibility Reporting System (DEERS), Dental Classification System (DenClass), Medical Operational Data System (MODS), Military Health System Data Repository (MDR), Marine Corps Total Force System (MCTFS), Marine Corps Training Information Management System (MCTIMS), Navy Standard Integrated Personnel System (NSIPS), Navy Medicine Online (NMO), the United States Navy (USN) Dental Common Access System (DENCAS), United States Army (USA)/USN/United States Air Force (USAF) Dental Image Sharing Interface, Department of Veterans Affairs (VA) Veterans Health Information Systems and Technology Architecture (VistA) electronic health record, Healthcare Artifact and Image Management Solution (HAIMS), and the USAF Preventive Health Assessment Individual Medical Readiness System (PIMR). The potential vendor will provide support with programming, database administration, requirements analysis, system interface support, cyber assurance, Health Information Portability and Accountability Act (HIPAA) compliance, documentation management, configuration and change management, Tier 2 and 3 helpdesk support, Customer Relationship Management (CRM), integration of emerging technologies, lifecycle management analysis, and other critical information management duties in support of the CDS suite of applications. The potential vendor will provide additional support in the following areas: directional strategies and operational planning, complex support and operations of enterprise management, data acquisition, property accountability and management, interoperability strategies and approaches, analytical process improvement, statistical analysis, and risk assessment/management. The potential vendor shall have past performance showing the ability to work with service oriented architecture and will make use of defined web services to exchange data with other Military Health System programs. This will include; integrating medical data, personnel data, varied healthcare imaging, and military readiness systems. The potential vendor will need to have past performance with the ability to bring resources to support the contract in the event of emergency, unscheduled outages, or acts of god. It is imperative the incumbent can bring additional resources to bear quickly and possess the demonstrated ability to tap into corporate resources in a timely manner. The potential vendor will have relevant past performance with; digital image programming, configuration, innovation, deployment and sustainability. Have worked with GOTS/COTS dental specific; DEVAA, CEREC, Dolphin, Sirona, Planmeca, and Kodak. Vendor must have expertise with dental imagery capture, storage, transmission, and viewing with the ability to support web-based viewing of images in a cloud-storage environment. The potential vendor will show past performance with the ability to continuously evaluate competing and developing technologies to assess and improve CDS technology. The potential vendor must have extensive knowledge with applications to develop automated testing using test plans, test cases, unit tests, and coded UI tests all within the Microsoft Test Manager suite. The potential vendor must possess expert knowledge in resource management, change management, and configuration management using automated builds and deployment with Microsoft Build Server and Release Manager. This will include understanding and managing code development utilizing AGILE SCRUM methodologies in a military cyber environment. The potential vendor will understand and have past performance in current network, virtual, and storage area network environments. This experience will include working with cloud systems and continuity of operations plan (COOP) sites (integrating and maintaining). The potential vendor must have previous experience with the installation, configuration and integration of EMC technologies to include but not limited to ATMOS, Recovery Point, VNX, VBLOCK, VPLEX, and CloudArray. The potential vendor must have previous experience with SPLUNK, Varonis, and Assured Compliance Assessment Solution (ACAS) software to gather and report on the health of the enterprise system to be used by upper management and third party auditing agencies. The potential vendor will need past performance understanding of all security requirements within a multi-service enterprise network application. This will include ensuring code compliance to all appropriate standards and regulations. Expertise with Enterprise Mission Assurance Support Service (eMASS) and Risk Management Framework (RMF) that is utilized for the Department of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP) replacement. This past performance will include related audits or related assessments, RMF policy experience, and monitoring RMF controls sets.
