- REQUEST FOR INFORMATION Purpose: The Joint Enabling Capabilities Command (JECC), a component of United States Transportation Command is conducting market research to determine what commercial products may exist to replace a database used to track the factors that influence individual military member's readiness to deploy world-wide. These factors in general include skill sets, training and medical factors. Background: The JECC has a primary mission to deploy military members drawn from all service branches and select civilians world-wide to support a wide variety of missions. It is crucial that the leadership can quickly determine who among the staff has the requisite skills and meets specific deployability requirements for the various world-wide Areas of Operation. The JECC currently utilizes a labor intensive database based upon Microsoft (MS) SharePoint to meet the need. The JECC is looking to migrate from this to a new more robust and user friendly solution within the then next 12 months. Mandatory System Requirements: •Secure, Robust, scalable database hosted on servers that are accessible world- wide via commercial internet connection •24x7x365 assured system access 98% of the time, <4-hour system restore with 24x7x365 service desk support •Multiple backup scheme or equivalent to guard from data loss •Mechanisms to protect Personably Identifiable Information of members •Ability to restrict access to various types of individual data to various roles and the ability to define those roles. This is to further ensure individual privacy and restrict access to only those with valid need to know. •Ability to execute a wide variety of query and search options both standardized and ad-hoc •Mechanism to export the results for query's to multiple data formats including MS Excel, Word, Power Point and Adobe PDF •Intuitive interface for users and managers to enter updates and conduct queries without extensive training Additional Desired Capabilities: •Ability to draw user data directly ( one way) from existing military authoritative sources to reduce errors and need to re-input data •Non-Repudiation of database access to ensure data integrity •Seamless transition from existing SharePoint solution without re-input of existing data •Initial user/ operator training by computer based training Overview of Data Field Requirements for 400+ members (Typical) •250 fields of data including fields for text comments, including: o Name, rank, service, date of rank, appraisal date, security clearance data o Contact information o Military specialties & skill sets o Medical, Dental, Immunizations o Required training dates of completion ( many and varied) o Weapons qualifications dates/ data o Country Clearance data, passport data o Family Readiness items: Wills, Power of Attorney, Insurance beneficiaries, Next of Kin Notification data •Points of Contact for RFI o Primary: Mr. James Wenschlag, JECC/J65, 757-836-2051 james.j.wenschlag.civ@mail.mil o Alternate: Mr. Wayne P.
