Description
MARKET RESEARCH FOR B-1/B-52 CONTRACT AIRCREW TRAINING AND COURSWARE DEVELOPMENT REQUIREMENT THIS DRAFT RFP IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The Air Force Installation Contracting Agency, Operating Location Air Force Global Strike Command, Specialized Contracting Division (AFICA/KGQ), Barksdale AFB, LA, is in the process of determining the acquisition strategy to obtain non-personal services for the B-52/B-1, Contract Aircrew Training and Courseware Development (CAT/CWD) contract. The B-52/B-1 CAT/CWD contract provides academic instruction and courseware development at Barksdale AFB, LA and Dyess AFB, TX. The contract may be modified in the future to include additional crew positions and training. The contractor will perform to the standards specified in this contract. The set-aside for this acquisition is: 100% Service-Disabled Veteran-Owned Small Business. The applicable NAICS code for this acquisition is 611512 - Flight Training with a size standard of $27.5M. The period of performance will cover a 2-month Phase-In period, 1-Base Year period, and 4 One-Year option periods. The Government expects to make an award on or about 14 July 2016, with the 2-month Phase-In period of (Aug-Sep 16) and actual performance start date of 1 Oct 2016. This acquisition will be issued as a Request For Proposal (RFP) on or about 18 Feb 2016. Please note this is an estimated posting time and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/ FedBizOpps for all subsequent postings. A draft Performance Work Statement (PWS), draft DD-254, and the most current CBA, are posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. You are invited to review this draft and provide this office with comments, recommendations, and questions about it. This request is a part of the Government's continuous information exchange with industry in an effort to adequately and appropriately state the B-1/B-52 CAT/CWD requirement. The Government is not requesting technical and/or management proposals. Your responses will be used solely for the market research purposes of the Government. Your responses will assist greatly in the formulation of an acquisition strategy that is appropriate for the subject and of acquisition documents that are tailored to the subject requirement. This request for information is in accordance with the acquisition policy as stated in Part 10, Market Research, of the Federal Acquisition Regulation (FAR) that market research may involve interactive on-line communication between Government and industry. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. This information will only be used for market research purposes and will not be used for proposal evaluation later. All companies are encouraged to respond. Submissions via e-mail of the information listed above is due by 12:00 p.m. Central Time on 29 Jan 2016 are requested. Note: Offerors responding to this notice as a Service-Disabled Veteran-Owned Small Business concern must be certified and qualified as such under NAICS 611512, registered in the System for Award Management (SAM) under NAICS 611512, and certified in ORCA as a small business concern.
