Description
The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and Historically Underutilized Business Zone small businesses capable of providing the requirement below. This market survey/sources sought announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The information from this market research is only for planning purposes, and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for res! ponding to this market survey or the Government?s use of the information. Proprietary information must be clearly identified as proprietary information. This requirement is for A-E Services to be performed at SSA offices and located within Region three which is defined as the states of Delaware, Maryland, Pennsylvania, Virginia, West Virginia and includes the Second Support Center (SSC) in North Carolina. The offices covered by this requirement are located in Region three and include the Headquarters? complex, branch and staff offices in storefront type locations, individual buildings or as part of high-rise buildings in small towns to large cities. This requirement will be administered from the SSA?s Headquarters? complex in Woodlawn, Maryland. Therefore, consideration will be limited to firms having an existing active A-E office within the area defined as Region three and includes the SSC in North Carolina. The A-E must be capable of performing the following services: pre-design, site analysis, schematic design, design development, construction documents, post-construction inspection, verification and certification, preparation of detailed construction cost estimates and schedules, and construction administration services. Design development services include but are not limited to architectural, structural, acoustical, mechanical, electrical, civil, landscaping, interior design/space layout and project development scheduling. Some of the disciplines required are Project Manager, Architect, Space Planner, Cost Estimator, Draftsperson, Electrical Engineer, Mechanical Engineer, Structural Engineer, Civil Engineer, Fire Safety Engineer, Acoustical Engineer, Environmental Engineer, Interior Designer, Landscape Architect, Site Planner, Construction Manager, Ergonomist, and Program Manager. Proficiency in AutoCAD and Revit are required. The A-E services include performing multiple task orders simultaneously at SSA offices located within Region three and the SSC in North Carolina. All work must be performed by or under the direct supervision of licensed professional Architects and Engineers in the state the work is to be performed. SSA intends to award one Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract in accordance with Brooks Act as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6, for multi-discipline A-E services related to any SSA requirements located in Region three and the SSC in North Carolina. Work under the contract will be by the issuance of a task order. Each task order will be negotiated individually using firm-fixed pricing or labor hour pricing from the basic contract. The awarded contract will have a one-year base period and four one-year option periods, if exercised. The NAICS code for the project is 541310, Architectural Services, with a small business size standard of $7.5 million. Interested firms with the capability of providing the requirement, per applicable subcontracting rule limitations (e.g., those in FAR 52.219-3 and 52.219-14), shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm?s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government?s review of the industry?s ability to perform or provide these requirements. This market survey/sources sought notice is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this notice. The information from this market research is only for planning purposes, and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this sources sought synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government?s use of the information. SPECIFIC INFORMATION SOLICITED It is requested that qualified small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and Historically Underutilized Business Zone small businesses having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit a Capabilities Statement package demonstrating their ability to perform the services listed above. The submission shall be prepared in either PDF or Microsoft Office. SSA may not accept an offeror?s submission that does not comply with the submission instructions. SSA will review all submissions that comply with submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above. The capability statement package (excluding the cover letter) shall be no more than 5 pages in length, single spaced, with one inch margins and have minimum 12 point font (PAGES IN EXCESS OF THE STATED REQUIREMENT WILL NOT BE REVIEWED). The cover letter shall include the following information: 1. Company Name and Address 2. DUNS Number and Cage Code Number 3. Company Business Size and Business Size Status (i.e., Small, Small Disadvantaged, HUBZone, 8(a), etc.) 4. Average annual revenue for past 3 years 5. Number of Employees 6. Ownership 7. Number of years in business 8. Affiliate information: parent company, joint venture and potential teaming partners 9. Point-of-Contact name, phone number, and email address. The capability statement package shall address, as a minimum, the following: 1. Demonstrated experience providing pre-design, site analysis, schematic design, design development, construction documents, post-construction inspection, verification and certification, preparation of detailed construction cost estimates and schedules, and construction administration services on larger to smaller staff offices in storefront locations, individual buildings or as part of high-rise buildings in small towns to large cities throughout the United States and territories. Demonstrated experience with AutoCAD and Revit. 2. Demonstrated experience having the capability and resources to provide the professional disciplines outlined above. 3. Demonstrated experience performing the A-E services listed above simultaneously on multiple task orders within Region three. Note: Experience should be limited to the past five years.
