The purpose of this announcement is to notify industry that the Federal Aviation Administration (FAA)intends to release the forthcoming Screening Information Request (SIR) Request for Offer (RFO) as an unrestricted open competitive procurement. The responses to this market survey will be used for information purposes only. This is not a screening information request for proposals of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred associated in preparation or in response to this market survey.Therefore any cost associated with the market survey submission is solely at the interested vendors expense. Requirement Description: The FAA is seeking to obtain market information from offerors to relocate the existing wall enclosure between the M-1 Room and the Control Operation Room and to construct new offices in the M-1 Room area in the Control Wing First Floor of the Los Angeles Air Route Traffic Control Center located in Palmdale, CA. The Los Angeles ARTCC Control Wing First Floor is currently in need of renovation and modernization. This project will be performed at a facility that will remain open and operational throughout the project, providing continuous 24/7 Air Traffic Control operations. It is paramount that Air Traffic Control operations and security restrictions be considered and addressed in the execution of any work, to prevent adverse impact to the mission of the facility. This project includes but is not limited to and incidental related work: A. Construction work consists of the following: 1.Demolish existing smoke wall enclosure and double door separating M-1 Room area and the Control Room and replace new wall enclosure and new double doors on the M Gridline towards the M-1 Room, approximately 14 -5 from existing wall enclosure. 2.Removal of existing acoustical ceiling grid, lights and mechanical system, 3.Extend the raised floor in the Control Room to the new wall location. 4.Construct a new office, approximately 1,000 square foot area with a new 9 foot dropped acoustical ceiling with light fixtures and mechanical diffusers and returns in the M-1 Room area. 5.Construct new offices utilizing the existing 14 foot high ceiling. 6.Furnish and install new duct smoke detector to each new offices and interface with existing Johnson Controls fire alarm system. 7.Furnish and install new electrical and lighting system. B. Work Phases - The Work shall be conducted in two phases in the following order: Work Phase No. 1 The new relocated Control Room wall is to be constructed with all work complete including electrical on both side prior to the removal of the existing wall separating the Control Room from the M-1 Room Area. The only exception to this is the installation of the new raised floor on the Control Room side of the wall. Work of this phase shall be complete with operational testing complete and accepted or substantially complete prior to any work on the existing Control Room wall. Work Phase No. 2 Construct a Dust Partition in the Control Room from floor to ceiling. Demolish the existing partition between the Control Room and the M-1 Room area. After demolition is complete, remove the Dust Partition and install new raised floor steps and guard rails. In order to make this determination and be considered responsive, interested offerors must complete and submit the attached Business Declaration Form to elsa.gonzalez@faa.gov by 4:30 PM PDT on 02/03/2016.
