ALTHOUGH JEANNETTE SWEARINGEN IS THE CONTRACTING OFFICER, PLEASE CONTACT WILLIAM.W.SMYSER@NASA.GOV FOR ALL QUESTIONS AND ANSWERS.***** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Hydraulic System, built the same as or equal to the attached specifications, please see attached specification sheet for requirements. This Procurement is a Total Small Business Set-aside. The Small Business NAICS Code and Business Size for this Procurement are 333996/500 respectfully. All responsible sources may submit an offer which shall be considered by the agency. Delivery shall be FOB Destination to MSFC, 35812. Offers for the item(s) described above shall include, solicitation number, FOB Destination to this Center, proposed delivery schedule, discount/payment, warranty duration (if applicable),tax payer (TIN), identification of any special commercial terms, and be signed by an authorized company representative. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) and online Representations and Certification Application Databases prior to award. Offers can be submitted on your standard company letterhead. Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (NOV 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: see attached terms and conditions for applicable clauses. CST 01/29/2016. Telephone questions will not be accepted. Selection and Award will be based on Best Value. Pursuant to FAR Clause 52.212-2 Evaluation Criteria can be found in the Solicitation Terms & Conditions on Page 4. Technical acceptability will be determined by review of information submitted by the offeror, which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. An ombudsman has been appointed -- See NASA Specific Note "B". It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any) http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and any amendments (if any). NOTE: The questions and answers provided are the result of a prior synopsis/solicitation, NNM16573650Q, for this requirement and are intended to provide additional information to support any response to this subsequent synopsis/solicitation, NNM16573650Q1 for subject requirement. 1. What is to be included with the remote monitoring and control?" A: This is to be a duplicate of the controls and monitoring capabilities which are located directly on the unit, including e-stop capability. So, everything that can be done locally at the unit can also be done at the remote panel. The remote panel can be either panel mount or pedestal configuration. 2. Is there a hydraulic schematic associated with what is requested? A: No, there is no requirement for the configuration of the system so no schematic is available. The unit must meet the performance requirements, to include re-circulation of oil internally when the load is dead-headed (zero flow) to maintain control of oil temperature. 3. What is the date of commissioning for this unit to support a warranty? A: The expected date is April 2016. However, the date is subject to move as far as December 2016 if program requirements dictate 4. Monitoring and control is for what controls ? Are they for flow and pressure only? A: Flow is variable on-demand, so is not directly controlled. Pressure is controlled to a set-point and the unit is expected to maintain and monitor oil temperature as well as monitor hours of operation and any other parameters necessary for operations and maintenance of the unit. 5. What type of end connections are to be on the hose assembly? Is there a specific ID for the hoses? An exact Length? A: : Connectors should be -32 JIC (2) to mate with our load fixture assembly, and the pressure and return hoses should be 10 in length.
