Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for Corrosion Control Treatment for NASA KC 135 Static Display. See attached statement of work (SOW) for details. Proposals must include the following: 1.Plan of action to accomplish the work outlined in the SOW prior to starting the corrosion control treatment. 2.Plan of action to prevent overspraying automobile traffic near the work zone when painting the static aircraft. 3.Up to 5 references from relevant work experience covering the past five years (highlight relevant work performed, contract numbers indicate if your firm was the prime contractor or subcontractor, contract type, dollar value of each procurement and point of contact - address and phone number). If work was performed as a subcontractor, please indicate percentage of work/subcontract dollar value. If the contract(s) were Indefinite Delivery/Indefinite Quantity (IDIQ) please indicate the number of task orders awarded and the total dollar value of those task orders. The Government will use past performance information obtained by the acquisition team based on communication from listed references, as well as data independently obtained from government, commercial and other sources known to the Government, such as the Past Performance Information Retrieval System and similar systems of other governmental departments and agencies, Defense Contract Management Agency (DCMA) channels, and interviews with client program managers and contracting officers. Offerors are to note that, in conducting this assessment, the Government reserves the right to use both data provided by the Offeror and data obtained from other sources. The Government will consider the number and severity of problems, the effectiveness of corrective actions taken and the overall record of past performance. It shall also consider the Offerors record of adherence to contract schedules, safety, health, and environment past performance and price control. Proposals should be no more than 15 pages. Anticipated project start date: March 01, 2016. Completion in 90 days from authority to proceed/start date. The provisions and clauses in the RFP are those in effect through FAC 2005-85 and NASA Far Supplement (NFS) through 01/04/2016. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 488190 and $32.5M, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by 4:00 pm Central time, February 8, 2016, to andrea.browne-1@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2016), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-7 52.204-10, 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-37, 52.222-50, 52.223-18, 52.225-13, 52.232-33, 52.222-41, 52.222-42. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror with adequate past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the services offered meets the Government's requirement. The past performance evaluation considers each Offerors ability to fulfill the requirements identified in the SOW while meeting schedule, budget, and performance quality constraints. Offerors must include completed copies of the provision at 52.212-3 (NOV 2015), Offeror Representations and Certifications - Commercial Items with their offer.
