- SOURCES SOUGHT SYNOPSIS Re-Commission of Past Electrical Repair Construction and Shop-Design/build Contract The General Services Administration (GSA) is seeking qualified small business general contractors to Re-Commission of Past Electrical Repair Construction and Shop-Design/build Contract at the Claude Pepper Federal Building 50 SW 1St Avenue Miami, Florida. The work will consist of but is not limited to: re-commissioning of the bus duct fault connection, new partial bus duct replacement, pipe and AC duct re- insulation and providing custom fabricated splash guards, drain pan or tray mounted on the pipe and AC duct support structure that is running across if not parallel above the existing 1000A, 480V electrical bus duct are recommended. General clean-up of the space where this particular portion of the bus intrudes within the building structure is required prior to start of work. The Contractor shall visit the site and submit survey report and proposed plan including tests to be performed for review and action by GSA. Additionally, design and install preventative measures as delineated in the Owner's Project Requirements. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 - Commercial and Institutional Building Construction. THERE IS NO SOLICITATION AT THIS TIME. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This request for capability information does not constitute a Request for Proposals (RFP); submission of any information in response to this market survey is strictly voluntary; the government assumes no financial responsibility for any costs incurred. The award of this project is subject to the availability of funds. GSA is in the process of determining the availability, adequacy, and capabilities of potential small business sources prior to issuing a Request for Proposal (RFP) for a General Contractor to perform the desired services. If no responses are received from potentially responsible sources, GSA under FAR Part 19.502(2) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. To be considered similar in size projects must not exceed $100,000 in construction costs and be completed in the last five (5) years, or be 75% complete as of December 30, 2015. To be considered similar in type projects must include one or all of the following elements: demolition of existing bus ducts, fabrication and installation of new bus ducts; testing of new bus ducts, existing transformers, cables, and switchgear. To be considered similar in complexity projects include, but are not limited to, Federal, State, County, City Office Buildings; Hospitals; Prisons; Federal, State, County Courthouse; Colleges and Universities; or Airports. The work performed under this project will primarily be electrical work. The requirement shall be completed within 45 calendar days after receipt of the Notice to Proceed (NTP). This procurement is a Total Small Disadvantaged Business set-aside. Potential bidders must a certified small business concern, have a certificate issued by the Small Business Administration (SBA), and be on the SBA's List of Qualified Small Disadvantaged Business Concern http://dsbs.sba.gov/dsbs/search/dsp_searchhubzone.cfm as noted at Federal Acquisition Regulation (FAR) 19.1303, Status as a Small Disadvantaged Business Concern. The NAICS Code and small business size standard for this procurement are 236220 and $36.5M in average annual receipts, respectively. Prospective bidders may notify this office by e-mail of their intent to submit a bid. It is the bidder's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation (to include the specification/drawing package) and amendments (if any). This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification Systems (NAICS) code 236220 Commercial and Institutional Building Contracting. If you are an interested small business, per the definition above, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Please provide proof, i.e., SAM.GOV Registration printout, that your firm is a Small Business in accordance with NAICS Code 236220 (average annual receipts less than $36.5M for the past three years). 2. Is your firm an 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business? (For additional information on small business concerns visit www.sba.gov).   3. Provide three (3) SIMILAR PROJECTS as described above that demonstrate the small business firm's past experience as a General Contractor. Submit a reference (name, title, phone number, and e-mail address) for each project submitted. 4. Provide documentation in the form of a letter from Bonding Company certifying that the small business firm has bonding capacity equal to 100 percent of the original contract price per single project. Each response shall be reviewed by the Contracting Officer (CO) for the purposes of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement the Lead Contractual Construction Firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen percent (15%) of work performed on-site has to be performed by its own workforce.
