Draft Statement of Work for Language Assistance Israel and West Bank THIS IS NOT A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a Sources Sought notice to determine the availability of potential small businesses. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relate to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses will NOT be accepted from any other source(s). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The North American Industry Classification System Code (NAICS) is (541930). The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. GENERAL: This notice is a Request for Information (RFI) and is NOT/NOT a Request for Proposals (RFP) or a Request for Quotations (RFQ). The Department of State is issuing this RFI as a means of conducting market research to identify parties having an interest in and capable of providing the services herein the Draft Statement of Work (see attachment). Participation in this effort is strictly voluntary. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this RFI. Please be advised that all submissions become U.S. Government property. Responses to this RFI will not be returned. The RFI does not commit the Government to procure or contract for said services. The Contracting Officer is the only individual who can commit the government to the expenditure of public funds in connection with the proposed procurement. Proprietary/competition sensitive information will be protected from disclosure to the greatest extent practical, however, it is preferred that respondents do not provide proprietary or otherwise propriety/sensitive information in their response. Each page considered by a submitting organization to contain proprietary information should be clearly marked. The requested information is for planning and market research purposes only and WILL NOT/NOT be publicly released. Respondents will NOT be notified of the results of the evaluation. Responders are solely responsible for all expenses associated with responding to this RFI. RESPONSE PREPARATION INSTRUCTIONS: Responses must be submitted via email to John Menard, Contracting Officer at MenardJR@state.gov The deadline for the submission of responses to this RFI is 2:00 p.m. EST, Friday, January 29, 2016. All questions concerning this RFI must be submitted by sending an email to John Menard no later than 12:00 p.m. EST Thursday, January 28, 2016. Questions received after that date will not be answered, unless the Government determines the answer to the question imparts information material to Industry's ability to respond to this RFI. Government response to questions will be posted. All Government responses to questions will be made available on www.fedbizopps.gov. No phone calls will be accepted. No responses will be accepted after 2:00 p.m., EST Friday, January 29, 2016. No questions will be accepted after 12:00 p.m., EST, Thursday, January 28, 2016. DESCRIPTION OF INFORMATION REQUESTED Responses to this RFI should include the organization's full name, headquarters locations, and location of an office in the Washington, DC area, if any. They should also include the name of a point-of-contact and his/her email and conventional mailing addresses. Department of State (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is looking for a contractor to provide at a minimum 35 Language Assistants (LAs) interpreters and translators in support of the Criminal Justice Program Support (CJPS) program. The interpreters and translators would support the Mobile Training Team (MTT) and Subject Matter Experts (SME) in general training operations and enable coverage of all activities and functions to include curriculum development, translation and management functions, and all administrative requirements. The language assistance support would also include oral translation in high level meetings with senior Palestinian officials, translation and handling of sensitive documents, and routine review and translation of information carried in the news media. The PLACE OF PERFORMANCE would be in various locations throughout Israel and the West Bank, generally in the following areas: Jerusalem, Ramallah, and Jericho. The contractor must have a management office in the West Bank, preferably Ramallah or Jericho. Contractor staff performing under this contract shall reside within a reasonable distance from the above noted areas, preferably less than 40 miles (65 kilometers), as not to disrupt or delay any language assistance needs. INL may request services outside of these areas, as needed. Any proposed candidates should fulfill these basic requirements: Interpreter - shall have a minimum Foreign Service Institute (FSI) Language Proficient Rating of a S4/R3 in English and Arabic; Translator - shall have a minimum FSI Language Proficient Rating of a S3/R4 in English and Arabic; all Language Assistants must be able to use basic office computer programs to include Microsoft Word, Excel, and PowerPoint. Details of the FSI ratings are available upon request. Firms are invited to indicate their interests and capabilities by providing the following information: Please provide your answers in a separate (Capability Statement) to the email address provided in this notice. The Capability Statement shall be no longer than two (2) pages. 1. Describe your company's experience providing interpreters and translators in Israel and West Bank. 2. Describe your company's experience providing English/Arabic oral translations in high level meetings, with sensitive documents, and information carried in the news media. 3. Does your company have management offices in the area of Israel and/or West Bank? Preferably the West Bank. 4. Is your company able to provide staff that reside within a reasonable distance from the above mentioned areas (Jerusalem, Ramallah, Jericho), preferably less than 40 miles (65 kilometers)? 5. Demonstrate the capability to perform a contract of this magnitude and complexity and comparable work performed with the past 3 years -brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of project - provide no more 3 examples 6. Other specific and pertinent information as it pertains to this service 7. Federal Supply Schedule (FSS)/Government Wide Acquisition Contract (GWAC) (if any) 8.
