- SOURCES SOUGHT SYNOPSIS For Remove and Install Generator Step Up (GSU) Transformers, Bus and Switchgear, Denison Powerhouse, Texas. Solicitation Number W912BV-16-R-0068 will be used. Due Date for Capability Statements is 26 January 2016. This is a SOURCES SOUGHT announcement; a market survey only for information to be used for planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit and award a contract for removal and installation of Generator Step Up (GSU) transformers, bus and switchgear at Denison Powerhouse in Denison, TX. Proposed acquisition will be a competitive, firm-fixed price, construction contract procured in accordance with FAR Part 15, Negotiated Procurement, using the trade-off “Best Value” process. This procurement may be set-aside for small business and/or one of the small business categories, depending upon capabilities of the firms that respond to this sources sought. The purpose of this sources sought is to assess the interest, capabilities and qualifications of firms in the industry, including Small Businesses such as Section 8(a), Historically Underutilized Business Zones (HUB -Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business. The applicable project 238210 NAICS Code is not available for set-aside to Women-Owned Small Business (WOSB), however WOSB are encouraged to submit as a Small Business. The Government must ensure enough qualified small businesses are available to achieve adequate competition before the acquisition will be set-aside for small businesses. Small business, Section 8(a), HUBZone, SDVOSB and EDWOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced firms capable of providing the labor, equipment, and materials to remove the existing single phase GSU transformers, the 15 kV switchgear for units 1 and 2, the iso-phase bus between the generator and the transformers, and to install new three phase gas insulated 50 MVA 100kV transformers, new non-segregated phase bus, new 15 kV switchgear and new controls, and relaying all the necessary auxiliary and ancillary equipment and systems necessary to install the equipment at the Denison Powerhouse. The project includes electrical and related work including, but not limited to, the following: a. Remove and dispose of seven (7) single phase GSU transformers (2 banks and 1 spare) including residual oil, piping, cabling and conduit, and the disconnection from the transmission line. b. Remove and dispose of the two 15 kV switchgear lineups (unit 1 and unit 2 including the cable and conduit). c. Remove and dispose of the existing iso-phase bus for unit one and unit 2 to include the sections from the generator to the switchgear and from the switchgear to the six GSU transformers. d. Remove GSU Transformer oil from the existing "clean" and "dirty" storage tanks and clean the tanks. e. Remove the existing transformer banks nitrogen, deluge, and oil piping systems and support structures. f. Provide and install FBO to Denison Powerhouse two new Gas Insulated Transformers T1 and T2. g. Provide and install FOB Denison Powerhouse two new switchgear assemblies with all breakers and auxiliary equipment. h. Provide and installFBO to Denison Powerhouse and test new non-segregated bus for connection of the new switchgear to the existing generator and the new GSU transformers. i. Place and install new Gas Insulated Transformers T1 and T2 on Denison Powerhouse tailrace deck including field setup and testing, connection to the transmission line and if required the disconnection and reconnection of dead-end line from powerhouse to first tower in order to allow room to move transformers into place. j. Install and test new 15 kV switchgear for units one and two including all cable and conduit connections to make the equipment operational both locally and remotely as well as connection of the 15 kV cable connections to the existing excitation systems and the existing station service transformer. k. Install, adjust, and test new non-segregated phase bus from the new 5 kV switchgear to the existing generator and to the new GSU transformers, including all associated parts needed to properly install, adjust and level the bus. This includes modifying generator main leads to reconnect the new bus at the generator main floor. l. Provide and install FBO Denison Power House new 480 VAC-120/208 VAC Power center. m. Provide and install FBO Deniston Power House new motor control centers to provide power to the new transformer auxiliary systems including all cable and raceways. n. Install new grounding conductors to new equipment. o. Provide and test FOB Denison Powerhouse two new control room main board rear panels for replacement of the existing transformer relays with new digital transformer relays. Panels to be installed by others based on Contractor provided wiring drawings. p. Install all new wire, cables and raceway required to connect the new equipment and make it fully operational including remote operation, alarm and indication. Cables going to control room to be installed by Contractor but terminated on control room end by others. r. Furnish and install all new raceway as required to install the new equipment including supports. t. Furnish as-constructed drawings. u. Furnish the services of manufacturer erecting engineers to supervise installation and testing. v. Perform field acceptance testing and commissioning In accordance with FAR Part 36 requirements to post the rough order of magnitude, the estimated construction price range for this project $5,000,000 to $10,000,000. Estimated duration of the project is 1095 calendar days. The FSC code for this project is Z2MD-REPAIR OR ALTERATION OF EPG FACILITIES – HYDRO. Small Businesses are reminded that under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 25% of the cost of the contract, not including the cost of materials, with their own employees for specialty construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the Small Business Administration (SBA). Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 1 April 2016, and the estimated proposal due date will be on or about 1 July 2016. Acquisition documents will be posted on Federal Business Opportunities www.fbo.gov. Firms are strongly encouraged to register at www.fbo.gov to receive email notification of changes to the acquisition when issued, under Solicitation Number W912BV-16-R-0068. Response to this Sources Sought shall be limited to 5 pages and include the following information : 1. Firm’s name, address, point of contact, phone number, and e-mail address. 2. Firm’s interest in bidding on the solicitation when it is issued. 3. Capability to perform a contract of this magnitude and complexity:include capability to execute construction, and comparable work performed within the past 5 years that meets the requirements, below. Three projects demonstrating relevant experience. At least one project performed as the prime contractor that is relevant construction associated with 35MVA 100kV power transformers,15 kV switchgear and bus with a minimum cost of $3,000,000. The other two projects may be design/build or construction services projects performed as the prime or as a subcontractor that demonstrate knowledge and past experience relating to the types of work described, above. Submit only current and past project and client information no more than 5 years previous. Include a brief description and identify the capacity the firm worked on the project, the contract type (list “by task order” if IDIQ), contract or task order value, percent complete or date completed, name and title of customer point of contact and contact current phone number. 4. Business Size – Large Business, Small Business, 8(a), HUBZone, SDVOSB, or EDWOSB or WOSB, as applicable, and DUNS number and CAGE code. 6. Joint Ventures (JV), including Mentor-Protégé are acceptable provided the JV demonstrates the capability and experience to perform the work. 7. Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) as documented by letter from bonding company. 8. Identify the Solicitation Number as W912BV-16-R-0068. Interested Firm’s shall respond to this Sources Sought Synopsis no later than 26 January 2016.
