Description

NAVSUP Fleet Logistics Center San Diego (FLC SD) Regional Contracts Department is conducting a Sources Sought to determine capability of small businesses to participate in a competitive acquisition to provide wireless and telecommunications services, (all wireless technologies and related operations including related software, hardware, firmware and equipment), to Military Members and Federal Civilians located within the 50 United States; and will cover Members and Civilians while traveling internationally. Required contract users will be all DON Military and Civilians located within the 50 United States. Authorized users may include other DoD Agencies, as well as Federal Agencies based on DoD Guidance. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 517210 with a size standard of 1,500 employees. The acquisition will consist of Indefinite Delivery, Indefinite Quantity, Multiple Award Contracts (IDIQ MACs), serving all DON Military and Civilians, and open to DoD Military and Civilians located within the 50 United States. The anticipated period of performance of the DON Wireless Services acquisition is for five (5) years; with a one year base period and four (4) one year option periods. The purpose of this notice is to garner capability from interested small businesses. Large businesses need not submit capability statements. NOTE: This request is for informational purposes only. It is a market research tool being utilized to determine the availability and adequacy of potential small business sources prior to issuing a Request for Proposal (RFP). The Government is not obligated to and will not pay for information received as a result of this Sources Sought. It is requested that interested sources submit a brief capabilities statement package addressing capabilities per the task requirements listed in the attached Draft Performance Work Statement. The Performance Work Statement is a rough draft which does not necessarily reflect the current wireless industry environment/offerings/plans with regard to devices and services. Therefore, submitted capabilities statements should address current industry standards/offerings. Capability statements shall include a clear demonstration of successful performance in same or similar areas. PROJECT INFORMATION: See attached Draft Performance Work Statement SUBMISSION REQUIREMENTS: Interested parties should submit the required information in electronic Microsoft Word or PDF format to Jose L. Gomez via email to jose.l.gomez1@navy.mil. The submissions should be Times New Roman, font size 12 and should not exceed five (5) one-sided, 8 X 11 pages in Microsoft Word or PDF format, and include your CAGE Code, DUNS, SAM status (with expiration date), and a capability statement along with a point of contact. Clearly identify your company size (LB, SB, SDB, SDVOSB, VOSB, WOSB, HUBZone, or 8(a)). Emails should be addressed with the subject title œDON/DOD Wireless Sources Sought . Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. FLC SD will utilize the information for Market Research. Submissions must be received no later than 01:00 PM Local Time on 05 FEB 2016. This Sources Sought is NOT a Request for Proposal, invitation for bid (IFB), or an announcement of a solicitation. Availability of any formal solicitation will be announced separately.
