- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 541511 with a small business size standard of $27.5M. AFRL/RISA requires a purchase of one (1) EXata Platform License consisting of the following: SCA-EXA-BASE-MS-17 SCA-PROPURBAN-MS-17 SCA-MRAD-MS-17 SCA-LTE SCA-LTE-MS-17 SCA-JNE SCA-SlthNet-MS-17 The Government intends to negotiate a sole source contract with: Scalable Network Technologies (SNT) 600 Corporate Pointe, Suite 1200 Culver City, CA 90230 The Government has determined that no other source can meet the unique EXata Platform product capabilities, software support/upgrades and bug fixes. This product simulates tactical battlefield network conditions in order to evaluate the performance and effectiveness of AFRL developed products if deployed under those conditions. This software product provides a very powerful network emulation capability and is very complex to use. Our ability to accurately predict this performance is negatively impacted without SNT's technical support, which increases technology deployment risks. The EXara Platform from SNT can meet all of these requirements. No other vendor is qualified to provide software support or upgrades or bug fixes to SNT's proprietary software. Therefore, SNT is the only source capable and available to provide these services. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 10 February 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
