- NASA/JSC intends to procure office space and living quarters for NASA personnel and astronauts training on the Russian Soyuz vehicles in Star City, Russia from the Gagarin Research & Test Cosmonaut Training Center (GCTC). The GCTC is a tightly controlled facility located within a Russian Federation Air Force Base in Star City, Russia. This facility serves as a combination of living quarters and crew quarters during training and prior to launch on Soyuz vehicles. These services are considered to be mission critical as they directly support International Space Station (ISS) training and operations. GCTC has been performing the current contract, NNJ11GA50C, in support of the ISS since January 1, 2012. NASA/JSC intends to extend the current contracts, NNJ11GA50C, ending period of performance from June 30, 2016 to December 31, 2020. The mission critical housing and office requirements described above must take place on the Russian Air Force Base in Star City, Russia, where the Russian Soyuz vehicle training is provided. GCTC is the only contractual entity recognized by the Russian Federation to obtain these mission critical services. Therefore, NASA must contract with GCTC on a sole source basis to obtain these mission critical services. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 8, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
