Description
Project Description The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to perform the work provided below. TX0282JL - Administration Building #2 (Termination I-35 Laredo, TX) 1. Remove all Air Handler evaporator coils, drain pans (where possible), actuator valves, cutoff valves, pressure gauges, thermometers and up to 60 linear feet per unit of chilled water and hot water pipe with insulation on 9 each Chilled water air Handlers. 2. Furnish and Install 9EA Air Handler Chilled and Hot water coils, and stainless steel drain pans, replace bearings, shaft and blower assembly on each Air Handler, DDC actuator and valves for each coil, 2 cutoff valves/coil to isolate coil, 2 pressure gauges/coil inlet and outlet, 2 thermometers per coil inlet and outlet, 1 strainer per coil, I flow setter per coil, balance report on all coils and approximately 60 linear feet per unit of chilled water and hot water pipe with insulation and labelling on 8 each Chilled water and Hot water Air Handlers and 1 each chilled water air handler only. TX0511LR -- Border Patrol Sector Administration Building (207 W. Del Mar Blvd. Laredo, TX) 1. Remove existing Air Cooled Chiller unit and dispose of properly. Demolition to include, but not limited to, cabinet, plumbing lines connections, and all related electrical accessories. 2. Furnish and install new air cooled Chiller unit (Admin. Bldg. equal to or better than York M# YCAL0056EE to include High and Low Ambient kits, Post-Coated Condenser Coils and Coil Hail Guards, chiller will be installed on existing pad. 3. Remove existing HVAC rooftop unit and dispose of properly. Demolition to include, but not limited to, cabinet, flexible duct connectors, plumbing lines connections, and all related electrical accessories. 4. Furnish and install new packaged rooftop unit 1 EA.of same cooling and heating capacities as the existing units being replaced and to be equal to or better than Trane Precedent Model# THC092E. 208/230v, 3-phase. TX0512LR - Border Patrol Sector Building B (207 W. Del Mar Blvd. Laredo, TX) 1. Remove existing condensing units and Air Handlers for split systems and dispose of properly. Demolition to include, but not limited to, compressor and all related electrical accessories. Remove all existing refrigerant lines servicing existing split system If new Split systems require refrigerant line upgrades, units to be demolished and dispose of properly. Demolition to include, but not limited to, insulation and hangers. 2. Furnish and install new split system units (condenser and air handlers) of same cooling and heating capacities as the existing units being replaced equal to or better than: a. 1 EA 12 Ton Split System, equal to or better than 11 EER rating. Equal to or better than Trane Odyssey Split Systems, condensing unit Model # TTA150J3HS, Air Handler Model # TWE150E. Both units to be 208/230V/3PH/60 b. 1 EA 20 Ton Split System, equal to or better than 10 EER rating. Equal to or better than Trane Odyssey Split Systems, condenser Model # TTA240J3HS, Air Handler Model # TWE240E. Both units to be 208/230V/3PH/60 TX0760CR - Eagle Pass Bridge II Primary/Secondary Inspection Building (500 S. Adams Eagle Pass, TX) 1. Remove existing HVAC rooftop unit and dispose of properly. Demolition to include, but not limited to, cabinet, flexible duct connectors, plumbing lines connections, and all related electrical accessories. Remove metal skirting over each booth, edging on top of each booth shall be left smooth finish. 2. Furnish and install minimum of 14 seer new packaged rooftop units 8 EA.of cooling and heating to be equal to or better than Trane Precedent Model# 4WCC4024A1000A with 6 KW heat 208/230 3ph and 1ea 5 Ton to be equal to or better than Trane Precedent Eflex Model# THZ060E4 with minimum of 15 kw heat 460v/3ph. TX0764CR - Eagle Pass Bridge II Import Dock Building (500 S. Adams Eagle Pass, TX) 1. Remove existing HVAC rooftop unit and dispose of properly. Demolition to include, but not limited to, cabinet, flexible duct connectors, plumbing lines connections, and all related electrical accessories. 2. Furnish and install new 12.5 eer packaged 12.5 Ton with 36KW rooftop units 1 EA. of same cooling and heating capacities as the existing unit being replaced and to be equal to or better than Trane Precedent Model# TZD150F4N. 460v/3ph. TX0406DL - USBS Del Rio New Admin Building (Rio Grande Road Del Rio, TX) 1. Provide and Install 9 each 24" x 24" RA Series new access doors to be able to access the VAV's in sheetrock ceiling door and sheetrock added to door shall be painted to match existing. Provide and install 4 each 24" x 24" MT series new access doors paint to match existing, move 1 set of 1.5" potable waterlines supply and return approximate 12" to clear VAV access door for opening for service. Modify 2 existing VAV panels to make a service access doors by cutting reinforcing and securing back in place with screws or hinges. Relocate 1 VAV from above main house air conditioning duct work move to below of duct work, electrical, controls conduits, flex duct shall be extended to incorporate the move of VAV. Contractor will be responsible of all communications to existing BAS to remain working as they were before the move. TX0411DL - Del Rio POE Head House (Rio Grande Road Del Rio, TX) 1. Relocate 6 VAV's at different locations and distances, by moving VAV's existing sheet metal duct work and/or Flex duct electrical and controls shall be extended to incorporate move. Extend one 1" fire pendant and water line approx. 2 FT. to provide access to VAV for service. Contractor will be responsible of all communications to existing BAS to remain working as they were before the move. All necessary connections, valves, pumps, piping and electrical modifications shall be included. In addition, the new chiller's control system shall communicate with existing building automated system. Replacement Chillers shall be wired to and communicate by BACnet directly to the Building's Niagara JACE Controller. The Chillers shall not be linked through a propriety building system controller. Contractor will be responsible to verify the existing BAS and provide all necessary wiring, controls, and Bacnet cards (if needed) to integrate chiller's controls to BAS. The BAS Integration contractor shall include any mapping and linking changes of the chiller on the graphics page. Contractor is responsible for licensing fee and drivers to connect/communicate BACnet to the existing JACE. Chiller display/ chiller history/trending shall be connected to the BAS for viewing and controlling. Provide the tonnage with the chiller graphic (ex: YORK 81 Ton). Include links to the chiller history logs on the central plant page so that access to the trends are easily opened for analysis. The Contractor shall program the existing and any new feedback points using BACNET protocol intergraded into the existing BAS. The new chiller's control system shall communicate with existing building automated system. Contractor will be responsible to verify the existing BAS and provide all necessary wiring, controls, and/or Bacnet cards (if needed) to integrate chiller's controls to BAS. All work shall be completed within 90 calendar days after Notice to Proceed (NTP). Performance and payment bonds will be required. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220; the associated small business size standard is 15 million. Magnitude of construction is between $500,000 and $1,000,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) A list of three HVAC removal and installation contracts and associated federal customers performed within the last 5 years. The total project cost at award must be at least $300,000 and similar in scope. Please provide the name, title, agency (or like concern), telephone number, email address, and physical address with the associated contract. Experience of both the prime contractor and subcontractors will be considered. GSA requests that potential sources only submit the minimum information necessary and no more than four (4) pages. The SAM.gov record does not count toward the 4 page minimum. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT), Tuesday, February 2, 2016.
