- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for the FY16 Periodic Nourishment, Townsend Inlet to Cape May Inlet Storm Damage Reduction Project, Avalon & Stone Harbor, Cape May County, New Jersey. Contract work consists of a base bid to place approximately 600,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Seven Mile Island, Cape May County, New Jersey, within the Municipalities of Stone Harbor and Avalon. The contract work may also consist of up to 6 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid area. Options 1, 2, & 3, if awarded, will be for quantities of 50,000, 100,000, and 150,000 cubic yards, respectively. Options 4, 5, & 6, if awarded, will be for quantities of 50,000, 100,000, and 150,000 cubic yards, respectively. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and providing sand fencing. The only approved borrow areas for the beachfill material to be placed in Avalon and Stone Harbor are located within the Atlantic Ocean and adjacent to Townsend Inlet and Hereford Inlet, respectively. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $27.5 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
