- The U.S. Army Corps of Engineers, Philadelphia District intends to initiate a sources sought notice to gather market research to identify resources available to procure, test, and deliver a new floating crane barge to replace the current Quad Cities barge. Upon completion, the floating crane barge will be home ported at the Rock Island District of the Corps of Engineers. This sources sought notice is for INFORMATION PURPOSES ONLY. This is NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The vessel to be supplied shall be a new floating crane barge with a pedestal mounted heavy-lift crane. The heavy-lift crane will be furnished by the Government. When completed, the new floating crane barge will be capable of lifting a minimum of 375 long tons (840,000 lbs) at a radius of 60 feet. The characteristics of the new barge to be supplied: -ABS Classed, Maltese Cross A-1 Floating Crane for River Service -Length: 300 ft -Width: 68 ft -Depth: 12 ft When complete, the floating crane barge will have an air draft of 44 feet with crane installed and stowed, at a barge draft of 7 feet. A contract design will be provided by the Government as part of the solicitation. The design will have been reviewed by ABS. The period of performance for the construction phase will be 18 months with 2 to 3 months of planning and engineering for a total of 20 months. The major scope of work includes: -Procurement of materials (steel, piping, coatings, electrical gear, deck fittings) -Fabrication of a new barge -Coordination with the American Bureau of Shipping (ABS) for inspection and classing of the barge -Installation and integration of the Government furnished heavy-lift crane and its components to the barge -Testing and trials of machinery and electrical systems supplied for the barge -Assisting in load testing of the crane after installation on the barge -Delivery of the completed floating crane barge to the USACE Rock Island District Le Claire Base in Pleasant Valley Iowa, Upper Mississippi River Mile 483 The contractor selected for this procurement must have the ability to obtain bonding in the range of $20 to $25 million. There will be Liquidated Damages associated with the issued contract. Award for this upcoming solicitation will be made no later than September 30, 2016. For this sources sought notice, the NAICS code is 336611 with a size standards of 1000 employees. All interested business concerns for this requirement shall provide the following information when responding to this RFI: -Company name -DUNS number -Type of business concern large business or small business (please identify type of small business) -Years in business -Acknowledgement of ability` to bond in the range of $20 to $25 million -Statement of capability and qualifications of the organization to perform the requirement -List of similar projects worked on over the past 10 years and services provided on those projects. Each submission shall not exceed 5 pages total. Failure to comply with this page limit may preclude your response from being evaluated. All offerors who provide goods or services to the Federal Government must be registered in the System for Award Management (SAM) located on the website https://www.sam.gov.
