- This requirement is for one, five year IDIQ contract for the procurement of CPP S-788/G Rigid Wall Shelters (hereafter referred to as Shelter(s)). This IDIQ will have a minimum purchase quantity of two (2) each and a maximum purchase quantity of eleven (11) each, over a period of five years. The minimum quantity of two (2) each is guaranteed, and will be purchased at time of contract award through a delivery order. Tobyhanna Army Depot, Tobyhanna, PA 18466-5100, has a requirement for eleven each Shelters, Part Number ALH-100052-003. The Shelters will be manufactured in accordance with Government drawing specifications. The Shelters are for use in the AN/TSQ-253 ADAM Cell New Build Program. The Contractor will be required to implement internal processes to perform visual and mechanical inspections of piece parts and subassemblies to ensure quality of end item and provide these inspection reports upon Government request. Water tightness testing shall be performed at the Contractor's site, on each Shelter, in accordance with MIL-STD-810G, test method 506.5 Procedure II or ASTME-1925 Paragraph 10.33. The Contractor shall be responsible for coordinating with its local DCMA office in order for them to witness the water tightness testing. Tobyhanna Army Depot Engineers reserve the right to witness the water tightness testing if deemed necessary. This acquisition shall be conducted in accordance with FAR Part 15 - Contracting by Negotiations. The Request for Proposal (RFP), W25G1V-16-R-0009, will be issued on or about February 25, 2016 under Full and Open Competition; NAICS code is 332311, 500 Employees; Federal Supply Code (FSC) is 5411. Actual issue and due dates shall be established in the solicitation. All proposals submitted shall require a technical proposal describing the Contractor's capability to manufacture the Shelters. In addition, recent and relevant past performance for same or similar requirements demonstrating successful performance on previous contracts will be required. The RFP will be available for download on the Federal Business Opportunities (FedBizOpps) page. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://www.fbo.gov/. At Keyword/Solicitation Number, type W25G1V-16-R-0009 and click ‘Search'. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors.
